Description

Eastern Green Link 1 is one of the UK's most significant electricity transmission infrastructure projects, carrying 2,000 MW of HVDC power between Scotland and England via a subsea cable spanning approximately 436 km. The Seaham site covers the English landfall and onshore civil and installation works - the most complex and HSE-critical phase of the onshore programme. The Site HSE Manager role is essential to ensuring all construction activities comply with UK health, safety, and environmental legislation, the client's HSE Management System, and contractual requirements - across both direct works and subcontractor operations on a live construction site.

i Full-time at site in Seaham. Candidates must be available to commit to sustained on-site presence for the duration of the assignment.

Role overview

To supervise all construction HSE activities on the EGL1 project at Seaham - ensuring full compliance with UK applicable laws and regulations, client requirements, and the client's HSE Management System across onshore civil and installation works, subcontractor activities, and waste management operations.

Reporting line: You will report to the Project HSE Manager and work in close coordination with site teams, subcontractors, and client HSE representatives throughout the construction phase.

Key responsibilities

HSE compliance & regulation

  • Ensure all HSE activities at the construction site are carried out in accordance with UK applicable laws and regulations, client requirements, and the client's HSE Management System
  • Ensure compliance with the Project HSE Plan and local regulatory framework requirements related to health, safety, and environment
  • Ensure proper waste management including segregation, collection, and reporting

Risk management & incident response

  • Assist the Project HSE Manager in the risk management process - including Design and Detailed HAZID
  • Facilitate accident and incident investigations; carry out analysis of accident and incident statistics, identify trends, and propose improvement plans at site level
  • Collect all Safety Observation Cards and monitor follow-up actions

Inspections, audits & KPI reporting

  • Conduct HSE inspections and audits on subcontractors involved in project activities; produce related reports and ensure follow-up of all findings
  • Monitor, evaluate, and analyse the effectiveness of HSE Plans; propose improvement actions
  • Collect all required HSE KPIs and report them to the Project HSE Manager

Training & behavioural safety

  • Develop and deliver project safety training and site inductions
  • Contribute to the implementation of the client's safety behavioural initiatives at site level - including suppliers and subcontractors

Key deliverables

  • All construction HSE activities executed in full compliance with UK regulations, client HSE MS, and the Project HSE Plan
  • HSE inspection and audit reports produced with structured findings and follow-up tracking
  • Accident and incident investigations facilitated and completed with trend analysis and improvement recommendations
  • HSE KPIs collected and reported accurately and on time to the Project HSE Manager
  • Safety training and inductions delivered to all site personnel, subcontractors, and suppliers

Required Qualification

Education & qualifications

  • Recognised professional health and safety qualification at a level commensurate with the role - NEBOSH Diploma or equivalent - mandatory
  • Technical degree in engineering - preferred
  • Membership of a relevant professional body (IOSH, IIRSM or equivalent)
  • Knowledge of ISO 45001 and ISO 14001 - lead auditor qualification is a plus

Experience

Must-have:

  • Proven health and safety experience on construction projects in the energy or infrastructure sectors
  • Experience managing HSE compliance on active civil works and installation sites with multiple subcontractors
  • Experience conducting HSE inspections, audits, and incident investigations
  • Strong knowledge of UK health, safety, and environmental legislation applicable to construction sites

Nice-to-have:

  • Previous experience on HVDC cable, offshore wind, or grid infrastructure construction projects in the UK
  • Mental Health First Aider qualification

Certifications - mandatory

  • Valid driving licence
  • Marine certification - BOSIET, working at height, or equivalent
  • Incident investigation qualification - TapRoot, Kelvin Top-Set, or equivalent

Soft skills

  • Strong leadership and people management - able to influence safety behaviours across diverse site teams and subcontractors
  • Highly organised with strong PC literacy and reporting capability
  • Collaborative team player with effective communication across all levels of a project organisation
  • Fluent English - mandatory
