Job Description

The decarbonisation and resilience of the energy system and European industry require a transformation across all sectors of the economy, and significant investments into productive assets, infrastructure and R&D. One core challenge is the temporal distribution of investments and returns: while investments into decarbonisation are expected to pay off in terms of avoided climate impacts, reduced dependency on imported fossil fuels and feedstocks, and modernisation of the industrial asset base, much of this investment needs to be heavily frontloaded and derisked. Costs incurred in the coming years will therefore generate returns and benefits over decades. This is one reason why public finance plays a crucial role in addressing the investment needs. At the EU level, the currently negotiated next Multiannual Financial Framework will decide the EU-level funding allocation for the next decade. Further elements shaping the discussion are revenues from the EU Emissions Trading System, CBAM and the ETS2, alongside other public and private funding sources.

Since 2014, Agora Energiewende develops evidence-based strategies for ensuring the success of clean energy and industry transitions around the globe. As an independent and non-partisan think tank and policy laboratory, we analyse upcoming challenges, share knowledge with decision-makers and stakeholders and enable a productive exchange of ideas.

To strengthen our team, we are looking for a Project Manager Budget and Finance for Europe's Decarbonisation (f/m/d)

  • full- or part-time (at least 80% of 38 hours per week) - based in Brussels

Your responsibilities include

  • Conducting research and analysis on funding and investment needs to support Europe's transformation to climate neutrality across different sectors, with focus on the energy sector, industry, buildings, and transport;
  • Conducting research and analysis on instruments, including carbon pricing revenues, through which private and public funding sources for the transformation can be deployed in a targeted, efficient, and fair way;
  • Providing support and oversight for the execution of research projects, both internally and with external partners and subcontractors;
  • Monitoring and assessment of technical, regulatory and political developments in the field of the Multiannual Financial Framework and EU-level funding instruments, including the Industrial Decarbonisation Bank, the Innovation Fund, the Modernisation Fund, InvestEU and the Competitiveness Fund;
  • Facilitating exchange with stakeholders and expanding existing networks, representing Agora ThinkTanks in discussions with stakeholders and decision makers;
  • Close collaboration with colleagues from the Europe team and beyond, to link the political discussion at EU level with those in key Member States and outside the EU.

We are looking for

  • At least three years of working experience in the areas of policy analysis or consulting, applied research, or representing civil society or business;
  • Master's degree or equivalent in a relevant field of research, including an economic component;
  • Good understanding of the EU budget (MFF) and all relevant EU funding instruments (IDB/CCfDs, IF, MF, ECF etc.) and deeper expertise on at least one of them;
  • Strong and demonstrated quantitative skills related to the analysis of investment needs, available budgets, funding instruments and their effectiveness and efficiency;
  • Relevant networks in European policy and (ideally) key Member States, and a good understanding of major stakeholders and their role in political processes;
  • Ability to communicate complex matters clearly and in a manner compatible with relevant target groups;
  • Ability to support complex analytic research and to produce high quality output;
  • Confident and constructive team player with good communication and openness to work in a diverse and intercultural team, on diverse challenges and topics;
  • Working fluency (C2) in English and another EU language.
