Purpose and Scope
Reporting to the Head of Energy-from-Waste Plant, this role will act as Deputy Head and be responsible for all plant activities, providing leadership and guidance in operations and maintenance of the plant.
Key Roles and Responsibilities
- Responsible for key decision making in all plant activities considering both operation & maintenance requirements and considering the commercial needs, regulatory requirements, and contractual obligations, to maximise the profitability of the company.
- Maintaining and improving plant capability, reliability, and efficiency through cost effective engineering solutions.
- To review, endorse and implement annual budget for the plant and O&M; reviews staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions and purchase orders.
- Provide leadership along with daily oversight, direction, and guidance to operations and maintenance of the plant.
- Ensuring all system defects are identified, responded to, rectified, and recorded as required.
- Ensuring the plant is maintained to meet performance requirements and in accordance with short, medium and long-term O&M and Asset management plans.
- Optimise staffing resources to match the operational requirements; and manage the staffing levels considering their absence.
- Liaising with key external parties (e.g. PSO, EMA, SCDF, NEA) in relation to asset operation and maintenance.
- Providing timely, accurate and informative reports on plant operations and maintenance.
- Ensuring effective management and security of on-site technical records, OEM documentation, quality management documents and other records as required.
- Ensure compliance with all statutory provisions, including health, safety, and environment requirements. Embed a safety and sustainability culture within the Plant.
- Ensuring that the plant is adequately stocked with materials and tools for the O&M function.
- Ensuring that all procurement activities are conducted in accordance with the Company’s regulations.
- Manage the development and implementation of the approved budget for the Department.
- Work in partnership with the other teams in the Market to support new projects and upgrades to improve the availability, reliability and efficiency of the plan and maximize margins for the Company.
Qualification, Skills and Experience
- Degree in Engineering or any other relevant fields
- At least more than 12 years of relevant experience in the Energy, Utilities industry, with at least 10 years in a leadership role for a Plant Operations and Maintenance Department.
- Possesses good management and leadership quality
- Self-motivated and independent
- Strong analytical and communication skills
