Job Description

Sembcorp Wilton is a 2,000 Acre site consisting of circa 1,000 acres of existing operating assets, and 1,000 acres of development land, all within the secure Wilton site boundary. The development land is distributed throughout the site, with various plot sizes, greenfield and brownfield land conditions. The strategy is to continue to support existing customers on site by providing reliable, cost-effective OSBL utilities to ISBL sites, and in parallel, to attract new investors to site who are participating in the energy transition by building SAF, Hydrogen, e-Fuels, CCUS, Wind and Solar, as well as developments in infrastructure such as Data Centers and Power assets. By providing OSBL facilities at scale, Sembcorp’s value proposition is to reduce the overall CAPEX costs of these energy transition and infrastructure developments, thereby improving the economics and accelerating their deployment.

The current operating assets comprise:

  • ISBL process plant owned and operated by leading downstream companies such as Sabic and Huntsman, with production of ethylene, LDPE, PET and other such products across the site.
  • OSBL utility systems that provide HP/IP/LP steam, Demin/Potable/Raw Water, Effluent treatment, and industrial gases CH4/N2/O2/H2 across the site, owned and operated by Sembcorp.
  • Site distribution corridors, pipelines and networks for all utility systems, and raw material and final product pipelines, owned and operated by Sembcorp.
  • On-site power generation circa 140MW, comprising 2 Gas Turbines, Waste to Energy plant, Biomass to Energy plant, and a 150 MW (2-hour) BESS plant, owned and operated by Sembcorp.
  • All the infrastructure, including roads, buildings, pipe-racks, pipe-corridors, crossings, bridges, power networks and substations, connections to National Grid, owned and operated by Sembcorp.

To support future developments, it is anticipated that Sembcorp existing assets will require scale-up and upgrading, including implementing decarbonization solutions, enacted incrementally and in phases across the Wilton site development timeline.

Purpose of Role

Sembcorp is engaged with a wide range of developers, technology providers, energy companies and downstream companies (“Operators”) that are developing energy transition projects (“Projects”) such as SAF, CCUS, e-Fuels, Hydrogen, Solar and Wind, as well as developments in infrastructure such as Data Centres and Power assets. These Projects are going through a typical project development lifecycle of site selection, study, feasibility, pre-FEED, FEED, FID, Implementation (EPC) and Operations. Sembcorp as site owner and OSBL provider will interface with Operators throughout this project development lifecycle to ensure successful delivery of the overall asset.

In the early phase of site selection, study, feasibility and pre-FEED, Sembcorp will be generating high level Technical and Commercial proposals that offer site and OSBL solutions to Operators, as they themselves develop ISBL and overall project implementation solutions. Once the Operator has completed these early project development phases and moves into FEED, Sembcorp Proposals will hand over the project to the Project Development Manager who will be the primary Operator interface until the FEED is complete and an FID decision is made. The Project Development Manager will continue to develop and manage all technical and commercial activities for the OSBL FEED such that Sembcorp can take an OSBL FID decision at the same time as the Operator takes their ISBL decision. Once FID is taken, Project Development Manager will hand-over to Sembcorp Project Manager for Implementation (EPC) phase.

Key Roles and Responsibilities

  • Lead all Project discussions with Operator to ensure smooth progress of Project ISBL and OSBL FEED
  • OSBL FEED project management to ensure development of all engineering & procurement deliverables, execution plans, construction and operating plans, schedule, commercial and cost deliverables.
  • Stay abreast of technology developments in the energy transition and infrastructure space including SAF, e-Fuels, CCUS, Hydrogen, Wind, Solar, Power Generation and Data Centres
  • Participate in Project bid/no-bid meetings, and in bid approval process.
  • Participate in the Sembcorp strategy process.
  • Develop and manage FEED budget.
  • Work closely with the Sembcorp Project Manager to ensure smooth handover of FEED as the Project moves into Implementation (EPC) Phase.
  • Work closely with the Sembcorp Proposal Manager to ensure smooth handover of technical materials as the Project moves into FEED phase.
  • Oversee development of all Project contract annexes as part of Project contract negotiations and award.
  • Manage relevant regulatory and approval bodies in support of reaching positive FID decision.
  • Interface with Sembcorp Operations and Engineering to ensure that Project FEED solutions is fully aligned with the capacity and capability of the existing Sembcorp assets, and/or develop solutions to upgrade/scale-up those assets.
  • Work closely with Business Development and Operations to ensure Project achieves successful FID and moves into Implementation (EPC) Phase.
  • Manage third party engineering contractors to ensure delivery of engineering and other consultancy services.
  • Manage multi-discipline project team (+/- 20 people) to develop FEED deliverables for Sembcorp scope of services. Such project teams will include third party engineering service providers.
  • Responsible for the development of capital cost estimate for Sembcorp OSBL/scope of supply, including obtaining appropriate Sembcorp Board approval for subject costs prior to moving into Project Implementation (EPC).

Essential Skills

  • BEng Chemical/Mechanical/Electrical/Civil Engineering (minimum).
  • Proven track-record of delivering multiple FEED solutions for OSBL and ISBL in Brownfield and Greenfield developments.
  • Strong self-motivation, flexible, and able to work under pressure meeting challenging deadlines.
  • Able to manage and prioritize multiple tasks and Projects to meet the demands of stakeholders.
  • Excellent communications skills to manage stakeholders, customers and suppliers.
  • Ability to lead multi-discipline project teams to deliver robust FEED outcomes.
