Stellenbeschreibung
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project "Transforming the Rice Value Chain for Climate Resilient and Sustainable Development" (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.
SNV Vietnam is seeking a national candidate to fill the position of Knowledge Management (KM) Officer for its programme.
The Knowledge Management Officer is responsible for capturing, synthesising and translating TRVC's implementation experience, evidence and lessons into practical knowledge products that support learning, policy dialogue, replication and scale-up of low-emission and climate-resilient rice production.
The position ensures that knowledge generated through TRVC's innovative approaches-including the Pay-for-Results/prize competition mechanism, MRV for low-emission rice, carbon finance and regulatory development, and low-carbon rice market and branding GEDSI and ESS-is systematically documented, validated and made accessible to Government, DFAT, private-sector and development partners.
The position works closely with the TRVC technical, M&E/MRV and implementation teams, as well as the Communication Assistant to ensure that evidence and learning are effectively converted into high-quality knowledge products and communicated to relevant audiences.
Key Responsibilities
1. Knowledge Capture, Learning and Evidence Synthesis
- Ensure Knowledge Management activities are well aligned with the project KM strategic approach, TRVC MEL framework and plan, and SNV Vietnam's programmatic work on Low Emissions Rice
- Establish and maintain the TRVC knowledge management system, including a structured knowledge repository, knowledge inventory and documentation of key results, innovations, challenges, lessons learned and good practices.
- Systematically capture and synthesise evidence and learning generated across TRVC components, provinces, crop seasons and implementation partners.
- Identify emerging lessons, implementation bottlenecks and practices with potential for replication and scale-up, and translate them into actionable learning.
2. Development of TRVC Thematic Knowledge Products
Lead and/or coordinate the development of evidence-based KM products (documents, presentations, audio visual materials and KM related events) around TRVC's priority areas, including:
- Pay-for-Results / Prize Competition - design, implementation experience, incentives, private-sector engagement, results and lessons for scaling.
- Low-Emission Rice MRV - MRV system design, remote sensing and field data integration, verification, data integrity, implementation challenges and lessons for national MRV.
- Carbon Finance and Enabling Framework - carbon project registration, certification, carbon financing mechanisms and policy recommendations emerging from TRVC experience.
- Low-Emission Rice Market and Branding - market requirements, verification/certification, private-sector application, low-emission rice branding and market linkages.
- GEDSI - evidence and learning on women's and other target groups' access to resources, capacity building, financial services, participation and benefits; sex-disaggregated analysis and lessons for more inclusive rice value chains.
- Environmental and Social Safeguards (ESS) - documentation and synthesis of ESS implementation, risks, mitigation measures, stakeholder engagement, good practices and lessons relevant to sustainable and responsible rice-sector development.
3. Knowledge Products, Policy Learning and Replication
- Develop and coordinate high-quality KM products, including thematic learning papers, case studies, technical/learning notes, policy briefs, evidence summaries and replication/scale-up recommendations.
- Ensure KM products clearly distinguish evidence, lessons learned, implications and recommendations, and are grounded in verified TRVC data and implementation experience.
- Translate TRVC learning into practical inputs for Government, DFAT, private sector, development partners and other rice-sector stakeholders.
4. Learning Events, Policy Dialogue and Knowledge Sharing
- Organise and document learning workshops, cross-learning events, technical exchanges and policy dialogues.
- Facilitate structured reflection with project teams and partners to capture lessons from implementation and convert them into usable knowledge.
- Work closely with the Communication Officer to ensure validated knowledge and learning are effectively translated into communication and visibility products.
5. Knowledge Quality, Accessibility and Project Legacy
- Ensure consistency, traceability and quality of evidence used in TRVC KM products, including appropriate referencing of data and sources.
- Maintain an accessible and well-organised repository of TRVC knowledge products and supporting evidence.
- Consolidate TRVC's key knowledge, lessons, tools and evidence into a project legacy/knowledge package to support institutional learning, policy uptake and replication beyond the project period.
6. Cross-cutting Responsibilities
- Maintain close coordination with the Project team members and relevant SNV teams to ensure timely delivery and compliance.
- Promote inclusive, responsible, and risk-aware implementation across all project activities.
- Undertake other duties assigned by the Deputy Team Leader, or Team Leader consistent with the role.
