Job Description
An important part of the fight against climate change is the imperative to transition to climate-neutral industrial production. Globally, manufacturing activities contribute around 27% of the world's annual greenhouse gas emissions, of which around three quarters comes from energy-intensive industries, such as steel, cement, chemicals, ceramics, glass, pulp and paper, etc.
With the launch of the "European Green Deal" in 2020, the EU began to put in place a major package of new legislation to kick-start the transition to climate-neutral and circular industrial production. Nevertheless, much remains to be done. The current European legislative period is a crucial moment to strengthen this policy framework.
As an independent, climate policy think tank, Agora has been pursuing the goal of achieving a climate-neutral economy since 2012. With around 180 employees at four locations worldwide, including offices in Brussels, Berlin, Bangkok and Beijing, we combine research, dialogue and public relations in our daily work to support policy makers and stakeholders with the task of governing the transition. In doing so, we work closely with partners in numerous countries, and we act independently and free of economic or party-political interests.
To support our European work and as part of our EU Industry Transformation programme we are seeking a Project Manager Industrial Transformation and Lead Markets, Europe (f/m/d), Brussels-based with some travel to other European capitals, full-time or part time (minimum 80% of 38 hours per week).
As Project Manager Industrial Transformation and Lead Markets, you are part of Agora's EU Industry Transformation Programme and the EU team at large. You will actively shape and contribute to Agora's work on the EU Clean Industrial Deal and the policies contributing to the transformation of EU industry.
Your responsibilities include
- Contributing to research projects on industrial transformation and lead markets in Europe;
- Analysing European legislation relating to various aspects of the industry transformation with a focus on lead markets including public procurement, sustainable products regulation, construction products, the automotive package, ...;
- Analysing the effectiveness of European and member states' policies in driving investments in climate neutral production, material circularity and the bioeconomy;
- Preparing policy recommendations on European industrial transformation policies, especially for Lead Markets;
- Communicating research results from Agora's work in the field of industrial transformation and lead markets to policy makers in Brussels or other European capitals;
- Working with Agora's civil society partners, industrial companies and associations, and advising decision-makers on key policies;
- Supporting multi-team projects working with Agora's think tank partners in EU member states;
- Supporting the Programme Lead with grant reporting and forward planning.

We are looking for
- At least three years of working experience in the areas of policy analysis or consulting, applied research, or representing civil society or business;
- Master's degree or equivalent in economics, finance, business, political science or similar;
- Good understanding of EU policy instruments in the field of industrial transformation (Clean Industrial Deal, Industrial Accelerator Act, Net-zero industry Act, Green public procurement, Construction Products Regulation, Ecodesign for Sustainable Products Regulation, etc.);
- Deeper understanding of the transformation challenges and potentials in at least one cross - climate and circularity solution (circularity, bioeconomy, CCU/CCS/CDR, direct electrification, hydrogen - based solutions);
- Relevant networks in Europe and (ideally) key Member States, and a good understanding of major stakeholders and their role in political processes;
- Ability to communicate complex matters clearly and in a manner compatible with relevant target groups;
- Ability to support complex analytical research and to produce high quality output;
- Confident and constructive team player with good communication skills and openness to work in a diverse and intercultural team, on diverse challenges and topics;
- Working fluency in English and another EU language.
