Job Description

The Offshore Wind Growth Partnership (OWGP) is the UK's flagship supply chain growth funding and business support organisation dedicated to offshore wind. Our mission is to accelerate the development of the UK's offshore wind supply chain, strengthening national capability and unlocking economic value, skilled jobs, and export growth.

OWGP operates as an independent, not-for-profit organisation that supports UK businesses to scale, compete and innovate. In December 2024, OWGP was appointed as the Offshore Wind Industrial Growth Plan (IGP) Delivery Body, responsible for driving the implementation and evolution of the Industrial Growth Plan-published in April 2024 and available on the Offshore Wind Industry Council (OWIC) website.

As OWGP transitions into this expanded role, we are increasing our analytical, strategic and stakeholder engagement capability to ensure the UK supply chain remains globally competitive and continues to grow.

Position

We are seeking a highly analytical and strategic Senior Analyst - Industrial Growth Strategy to lead the development, interpretation and ongoing delivery of the Offshore Wind Industrial Growth Plan (IGP). In this role, you will shape the analytical foundation that underpins the IGP, driving the creation of sector KPIs, cost-competitiveness analysis, forecasting tools and performance frameworks. Working closely with industry partners, government departments and senior stakeholders, you will help design and implement the forums, processes and governance through which the IGP is adopted across the wider ecosystem. This is a unique opportunity to influence national-level industrial strategy and directly contribute to the growth and competitiveness of the UK offshore wind supply chain.

More specifically, you will:

  • Strategy Board: Act as Secretariat for the IGP Strategy Board and Strategy Board Working group ensuring packs contain the relevant data to allow them to function effectively and acting as the point of contact for this key stakeholder engagement activity.
  • IGP Update: The IGP refresh will be a major piece of work within the OWGP strategy function, and the Senior Strategy Analyst will lead the verification of output from the work packages, stress testing main assumptions and providing insights that will lead to strategic directions for the next phase of deployment.
  • Cost Competitiveness Analysis: Work with Senior leaders to define and conduct detailed economic and technical analysis to understand the cost competitiveness of key UK offshore wind supply chain components and services against global benchmarks. This includes benchmarking manufacturing, capital expenditure (CAPEX), and operational expenditure (OPEX) drivers.
  • KPI Development and Monitoring: Lead the refinement, finalisation, and tracking of the sector Key Performance Indicators (KPIs) outlined in the Industrial Growth Plan (IGP), particularly those relating to UK Content, GVA (Gross Value Added), Job Creation, and Exports. (Referencing the themes from the IGP).
  • Data Collection and Management: Lead establishment of robust methodologies and processes for the consistent collection, cleansing, and validation of sensitive and non-sensitive industry data required to measure IGP progress.
  • Performance Reporting: Develop and maintain performance monitoring dashboards and reports for internal stakeholders (OWGP team, Board) and external stakeholders (OWIC, Government) to clearly communicate the sector's progress against the IGP KPIs and strategic objectives. Ensure clear and consistent data collection and visualisation.
  • Strategic Insights: Translate complex analytical findings into clear, actionable strategic insights and recommendations for intervention, funding priorities, and policy recommendations to accelerate supply chain growth and enhance competitiveness.
  • Modelling and Forecasting: Develop and utilise economic and techno-economic models to forecast supply chain capacity, investment needs, and the potential impact of strategic interventions on cost reduction and UK value creation.

Requirements

  • Lead analytical work to inform and evolve the Industrial Growth Plan.
  • Act as Secretariat for the IGP Strategy Board and its working groups.
  • Deliver cost competitiveness and economic analysis across the offshore wind supply chain.
  • Develop and monitor KPIs, dashboards and progress reporting for internal and external audiences.
  • Build forecasting models to assess supply chain capacity and value creation.
  • Produce clear, actionable insights to support strategic decisions, funding priorities and policy recommendations

What You'll Bring

  • Degree and/or MBA in a relevant field.
  • 5+ years' experience in strategy, economic analysis, market intelligence, or similar roles.
  • Strong understanding of supply chain challenges and policy impacts.
  • Excellent analytical, modelling and data interpretation skills.
  • Confidence in engaging with senior stakeholders across industry and government.
  • A proactive, innovative mindset with the ability to simplify complex ideas.

Desirable: Experience in offshore wind, forecasting techniques, or UK industrial strategy.
