Position Summary

The Regulatory Policy Manager leads CPS Energy's regulatory policymaking engagement process before the Public Utility Commission of Texas (PUC) and the Federal Energy Regulatory Commission (FERC). This role is responsible for monitoring, analyzing, and facilitating participation in regulatory proceedings, ensuring CPS Energy's positions are effectively represented and advanced. In partnership with business unit leadership and Legal Services, the Regulatory Policy Manager organizes the development and execution of regulatory policy strategy by proactively coordinating inputs from diverse teams, tracking progress against key milestones, and driving alignment to meet regulatory deadlines in a fast-paced and evolving environment. This includes maintaining a comprehensive regulatory tracking system, facilitating cross-functional engagement, and organizing internal processes to support timely and effective participation in PUC and FERC proceedings.
Under the direction of the Director of Energy Market Policy, the Regulatory Policy Manager collaborates across the organization to shape policy direction on regional, state, and national energy market policy issues. This role involves developing structured workflows, improving internal coordination processes, and enhancing visibility into regulatory activities through clear reporting and communication.

Tasks and Responsibilities

  • Monitor, analyze, and actively participate in regulatory proceedings at the PUC and FERC, developing and advancing CPS Energy's regulatory positions.
  • Utilize strong project management & organizational skills to manage multiple complex regulatory initiatives simultaneously.
  • Establishes timelines, prioritizes deliverables, and ensures accountability across stakeholders.
  • Lead cross-functional coordination with business units and Legal Services to develop regulatory strategy, draft filings/comments, and ensure alignment on policy positions.
  • Provide legislative and policy analysis, track industry developments, and engage with trade associations to inform regional, state, and national policy direction.
  • Serve as a subject matter expert and communicate regulatory insights, risks, and recommendations to leadership and internal stakeholders.
  • Contribute to and facilitate the development and drafting of regulatory filings and comments.
  • Manage a portfolio of regulatory initiatives by developing project plans, timelines, and milestones to ensure timely and effective participation in proceedings.
  • Maintain and enhance a centralized regulatory tracking system to monitor deadlines, deliverables, and stakeholder accountability.
  • Coordinate stakeholders, facilitate working sessions, and proactively identify and resolve risks to keep complex, multi-team efforts on track.

Minimum Skills

Ability to establish and maintain a positive and professional working relationship with internal and external stakeholders.

General understanding of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA.

Knowledge of utility regulation and energy markets, including PUC, FERC, and ERCOT frameworks, with the ability to interpret complex regulatory and legislative developments.

Advanced organizational and project management skills, with demonstrated ability to manage multiple priorities, coordinate cross-functional stakeholders, and meet strict deadlines.

Excellent analytical and communication skills, including the ability to synthesize complex issues into clear, actionable insights and develop effective written materials for technical and executive audiences.

Safe driving record.

Preferred Qualifications

  • Master's Degree from an accredited university.
  • Certifications including Project Management Professional and Certified Regulatory and Compliance Professional.
  • Completion of focused Public Policy, or Regulatory Policy executive programs from an accredited institution.
  • Extensive knowledge of FERC and PUCT processes.
  • Extensive knowledge of ERCOT stakeholder process and protocols, PUCT substantive rules, Administrative Procedures Act, and PURA.

Minimum Education

Bachelor's degree in Public Policy, Public Administration, Political Science, Engineering, Communications, Business Administration, Law, or related discipline from an accredited college or university.

Working Environment

Work is performed indoors, operating a computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.

Ability to travel to and from meetings in San Antonio and Austin, training sessions or other business-related events.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
