Position Description: Partner & Funding Manager
As the Partner & Funding Manager, you will develop and maintain the community partnerships and funding resources that help connect customers with energy efficiency programs and other services and resources that can address their individual needs.
You will build strong relationships with organizations that serve as trusted resources for customers, including Community Action Agencies, 211, senior centers, community-based organizations, municipalities, housing organizations, nonprofits, and other social service partners. You will ensure referral and intake partners understand available program offerings, which customers may benefit, and how to effectively communicate and refer customers.
This role will also serve as a key resource for identifying external funding and assistance available to customers. You will research, organize, and maintain a comprehensive database of programs that may assist households based on income, location, housing characteristics, health and safety needs, or other circumstances. These resources may support customers who do not qualify for available program services as well as participating customers who encounter additional needs outside a program's scope.
The successful candidate will be a resourceful researcher and relationship builder who can navigate a complex network of programs and organizations, translate large amounts of information into practical resources, and help identify solutions for customers experiencing challenging or high-stress situations.

Key Responsibilities
- Develop and maintain relationships with Community Action Agencies, 211, senior centers, municipalities, housing organizations, nonprofits, community groups, and other organizations serving customers within program territories.
- Identify and develop new intake and referral partnerships that can connect eligible customers with available program services.
- Ensure referral partners understand program eligibility, services, customer benefits, intake processes, and how to appropriately discuss and refer customers.
- Develop and deliver partner communications, training, program updates, reference materials, and other resources needed to support effective referrals.
- Maintain regular communication with intake and referral partners to strengthen relationships, address questions, and keep partners informed as programs evolve.
- Monitor referral activity and work with program leadership to identify opportunities to strengthen partner engagement and increase successful customer connections.
- Research federal, state, utility, municipal, nonprofit, charitable, and other funding and assistance programs available to customers.
- Develop and maintain a comprehensive, searchable database of funding sources, eligibility requirements, geographic restrictions, available services, application processes, contacts, and other relevant information.
- Identify supplemental funding and assistance for participating customers whose projects require work or services outside the applicable program's scope.
- Build relationships with organizations administering external funding and assistance programs to understand eligibility, referral processes, funding availability, and opportunities for coordination.
- Provide program staff with clear, actionable guidance regarding available resources and referral pathways.
- Coordinate directly with external organizations when necessary to help resolve complicated customer situations or facilitate access to available assistance.
- Develop and continuously improve tools and processes for partner engagement, resource identification, funding research, and customer referrals.
Position Qualifications
This position requires an exceptional relationship builder and researcher who is comfortable navigating complex networks of community organizations, assistance programs, and funding sources. The ideal candidate combines strong interpersonal skills with the ability to gather, evaluate, organize, and maintain detailed information and translate it into practical solutions for customers and program staff.
Additional qualifications include:
- Demonstrated ability to establish and maintain productive relationships with nonprofit, community-based, government, utility, or social service organizations.
- Strong research skills and demonstrated ability to locate, evaluate, organize, and maintain information from numerous sources.
- Exceptional organizational skills and attention to detail, particularly when maintaining databases, eligibility information, contacts, and program resources.
- Ability to understand and clearly communicate complex eligibility requirements, funding guidelines, program processes, and referral procedures.
- Strong written, verbal, interpersonal, and presentation skills.
- Ability to communicate with empathy and professionalism when supporting customers experiencing financial hardship, home comfort challenges, or other stressful circumstances.
- Strong problem-solving skills and persistence in identifying solutions when a customer's needs cannot be addressed through a single program.
- Ability to independently manage a large network of relationships, resources, follow-up activities, and frequently changing information.
- Ability to develop training and reference materials and effectively educate partners and internal staff about program requirements and available resources.
- Strong collaboration skills and the ability to coordinate across customer service, project management, field operations, community organizations, and external partners.
- Proficiency with Microsoft Office and experience maintaining information in CRM, database, spreadsheet, or resource-management systems.
- Ability to maintain accurate documentation and regularly verify information that may change over time.
Preferred Skills/Experience
- Three (3) or more years of experience working for or closely with a Community Action Agency, nonprofit organization, utility assistance program, weatherization program, housing organization, social service agency, or similar community-based organization.
- Experience with energy efficiency, weatherization, heating assistance, housing, electrification, income-qualified programs, or other customer assistance programs is strongly preferred.
- Knowledge of Community Action Agencies, 211, municipalities, community organizations, and other organizations serving income-eligible or high-need households is highly desirable.
- Experience interpreting program eligibility requirements and connecting households with appropriate services or funding.
- Familiarity with resources addressing weatherization, heating and cooling, electrical improvements, asbestos, mold, health and safety, housing rehabilitation, or other barriers to residential energy improvements is beneficial.
- Experience providing outreach, education, or training to community partners or service organizations.
- Existing relationships with community-based, energy, housing, utility, or social service organizations are highly desirable.
Physical Requirements
- Sit, stand, walk, bend, kneel, and climb stairs while conducting residential site visits and inspections.
- Frequently drive to customer homes and contractor meetings, including travel of up to two (2) hours between project locations.
- Lift, carry, and move program materials or equipment weighing up to 40 pounds, including window heat pumps, tools, and related supplies as needed.
- Operate a computer, tablet, and mobile devices for extended periods to document field activities, complete reports, and communicate with customers and contractors.
- Clearly communicate in person, by telephone, and through video conferencing with customers, contractors, and program staff.
- Visually inspect residential installations and safely navigate a variety of residential environments, including basements, attics, stairways, and uneven terrain.

Environmental Conditions
- Work is performed in a combination of residential homes, contractor facilities, warehouses, and remote office environments.
- Regular travel throughout the service territory is required, including driving in varying traffic, road, and weather conditions.
- Frequent interaction with customers in occupied residential homes while maintaining professionalism, respect, and sensitivity to individual household environments.
- Occasional exposure to construction or renovation activities, including dust, noise, confined spaces, and varying indoor temperatures.
- May require occasional evening or early morning appointments to accommodate customer or contractor schedules.
- Must maintain a valid driver's license, acceptable driving record, and reliable transportation for travel throughout the assigned territory.
- Position requires flexibility to respond to changing project schedules, contractor availability, and customer needs.
