Job Description
We are looking the Head of Onshore Development, who will be accountable for leading and delivering the Company's onshore wind, solar, and BESS development portfolio across the Baltic states and Poland, converting a multi‑GW pipeline into investment‑grade projects. The role enforces disciplined stage‑gate governance, ensures technical and financial rigour, prepares Board‑ready FID cases, manages the development budget, and operates credibly at Investment Committee and Board level. You will contribute to green and secure energy ecosystem creation by
- Accountable for the strategic leadership and delivery of a ~7 GW onshore wind and solar development portfolio across Lithuania, Latvia, Estonia, Poland, and future EU markets, ensuring disciplined progression through the Stage‑Gate Process to Final Investment Decision (FID) in line with Ignitis Renewables governance standards.
- Design, embed, and continuously enhance a best‑in‑class stage‑gate development framework, enabling rigorous governance, clarity of decision rights, and consistently high‑quality investment decisions from origination through Investment Committee and Board approval.
- Ensure full commercial, technical, regulatory, ESG, and financial preparedness of projects, overseeing permitting, grid, land, due diligence, financial modelling, and risk management to deliver investment‑ready, Board‑grade FID submissions.
- Provide inspirational leadership to the onshore development organisation, shaping a high‑performing team with clear ownership, accountability, succession planning, and a strong performance culture aligned with Group values.
- Own portfolio‑level financial stewardship, including development budgets, cost forecasting, external advisory spend, and headcount planning, supported by transparent portfolio dashboards and regular performance reporting to senior management and the Board.
- Act as a senior representative and trusted counterpart to external and internal stakeholders, including regulators, TSOs, authorities, partners, and Group functions, proactively managing risks and dependencies to protect delivery timelines and value creation.
- Drive portfolio growth and market expansion, identifying and advancing new development opportunities and entry strategies, and presenting robust, value‑accretive business cases to the COO and Executive Committee in support of long‑term growth objectives.
Required for this position
- Senior leadership experience in renewable energy development, with 12+ years in onshore wind and/or solar and a demonstrated ability to lead large, complex development portfolios.
- Proven accountability for multi‑GW, multi‑country development portfolios, successfully progressing projects from early‑stage origination through Final Investment Decision within a corporate or utility environment.
- Strong governance and decision‑making capability, including hands‑on experience implementing and enforcing structured stage‑gate development frameworks and operating effectively within Board and Investment Committee governance.
- Advanced commercial, financial, and risk acumen, with deep understanding of project finance and investment appraisal (IRR, NPV, LCOE, WACC) at project and portfolio level.
- Deep technical and regulatory competence, including permitting, environmental impact assessment, grid connection, land, and compliance within European renewable energy markets.
- Credible board‑level communicator and people leader, able to lead multidisciplinary international teams and present complex technical and financial matters with clarity and authority.
- Fluent English (written and spoken) required as the primary working language; additional proficiency in Lithuanian, Latvian, Estonian, or Polish is a strong advantage.

Salary range for this position group
is 8860 to 13270 EUR (before taxes). The final offer depends on experience and competence. Variable part of remuneration may be paid depending on results.
