The Project Delivery department is at the heart of the implementation and success of our strategic initiatives. He coordinates and supervises the implementation of projects by ensuring their efficiency, compliance with deadlines and budgets, while ensuring optimal quality.

Position Summary

The Cost Controller is responsible for monitoring, forecasting, and reporting project costs and cash flows across a portfolio of utility-scale renewable energy projects, including wind, solar, and battery energy storage systems (BESS) throughout the United States and Canada.

Working closely with Project Managers, Project Controllers, Development, Construction, Procurement, Contracts, Finance, Asset Management, and Operations teams, the Cost Controller provides accurate and timely cost and cash flow visibility throughout the project lifecycle-from development and financing through construction, commissioning, commercial operation, and asset optimization.

The role is accountable for tracking actual expenditures, commitments, accruals, forecasts, cash requirements, and cost performance against approved project estimates, enabling proactive decision-making, financing readiness, and effective financial management. As a key member of the Project Controls function, the Cost Controller supports project governance, reporting, and PMO standardization initiatives while ensuring consistency, transparency, and accuracy in project financial performance.

You will play an important role in

Cost Forecasting, Cash Flow & Performance Monitoring

  • Maintain detailed project cost forecasts throughout the project lifecycle, including development, construction, commissioning, commercial operation, and asset optimization phases.
  • Track actual expenditures, commitments, accruals, forecasted costs, and cash requirements against approved project estimates.
  • Prepare and maintain Estimates at Completion (EAC), Estimates to Complete (ETC), and project cash flow forecasts.
  • Monitor project cost and cash performance, identifying trends, variances, and emerging financial or commercial risks.
  • Analyze project financial performance and provide recommendations to support informed decision-making.
  • Support monthly project reviews through the preparation of accurate cost, forecast, and cash flow reporting.
  • Ensure project costs and cash forecasts are accurately captured, allocated, and reported in accordance with established project controls processes.

Contract & Commitment Management

  • Maintain visibility of all project commitments, including purchase orders, contracts, change orders, contractor obligations, and operational support agreements where applicable.
  • Track committed costs and future cash obligations against approved project estimates and financing assumptions.
  • Ensure commitments are accurately reflected within project forecasts and cash flow projections.
  • Monitor contract spend and identify variances between contractual commitments, forecasts, and actual expenditures.
  • Support evaluation of the financial impacts associated with contract changes, claims, and commercial issues.

Financing & Financial Model Support

  • Support project financing activities by providing accurate project cost forecasts, commitment data, draw forecasts, and cash flow projections.
  • Provide project cost and cash flow inputs required for project financial models, investment decisions, and business case updates.
  • Support financial close activities, lender reporting, drawdown requests, funding forecasts, and other financing-related reporting requirements.
  • Ensure consistency between project controls forecasts, financing assumptions, and approved project business cases.
  • Assist in evaluating the financial impacts of project changes, schedule shifts, and commercial decisions on project cash requirements and financing plans.

Cost Analysis & Project Controls Support

  • Analyze project cost trends, variances, and forecasting assumptions.
  • Support the identification of financial and contractual risks through ongoing monitoring of project expenditures, commitments, and cash flow performance.
  • Provide cost and cash flow data to support contingency reviews, change management activities, and project performance assessments.
  • Ensure project financial information remains accurate, auditable, and aligned with project controls governance requirements.
  • Support project audits, management reviews, executive reporting activities, and project performance reporting.
  • Contribute to the development and maintenance of project controls dashboards, metrics, and reporting tools.

PMO Standardization & Continuous Improvement

  • Support PMO-led initiatives aimed at standardizing project controls, forecasting methodologies, reporting frameworks, governance practices, and financial reporting across the renewable energy portfolio.
  • Contribute to the development and implementation of project controls procedures, templates, tools, dashboards, and best practices.
  • Promote consistency in forecasting, commitment management, cost reporting, cash flow forecasting, and change management processes across projects and jurisdictions.
  • Participate in lessons learned and continuous improvement initiatives to strengthen project controls maturity and project delivery performance.
  • Support the implementation, optimization, and adoption of project controls systems and reporting tools.
  • Champion a culture of accountability, data integrity, operational rigor, and project excellence.

To succeed in this position, you need

Education

  • Bachelor's degree in Finance, Accounting, Business Administration, Engineering, Construction Management, Project Management, Economics, or a related discipline.
  • Professional certifications such as AACE, CCP, PMP, CPA, or equivalent are considered an asset.

Experience

  • Minimum 5 years of experience in cost control, project controls, project accounting, financial analysis, or a related discipline.
  • Experience supporting large-scale capital projects within renewable energy, power generation, infrastructure, construction, or industrial sectors.
  • Experience supporting utility-scale wind, solar, or BESS projects is strongly preferred.
  • Experience supporting project financing, capital planning, or large-scale project cash flow forecasting is considered an asset.
  • Experience working within a multi-project environment across multiple jurisdictions is preferred.

Technical Skills

  • Strong understanding of project cost forecasting, cash flow forecasting, commitment management, and project financial reporting.
  • Knowledge of project controls principles and capital project execution processes.
  • Advanced Microsoft Excel and financial analysis capabilities.
  • Experience with ERP systems, project controls software, and reporting platforms.
  • Familiarity with project financing structures, lender reporting requirements, and financial model inputs is considered an asset.
  • Strong analytical, problem-solving, and data management skills.
  • Excellent communication and stakeholder management capabilities.
