Job Description
The ScottishPower Energy Networks (SPEN) Transmission (SPT) business is pivotal in delivering the UK's Clean Power 2030 and Net Zero ambitions. Our RIIO-T3 £12bn business plan has commenced, this will be focused on accelerating investment, securing economic growth and strengthening network resilience, and enabling the rapid connection of low‑carbon generation across central and southern Scotland.
We have a unique opportunity for a Senior Analyst to join our high‑performing Regulatory Economics team to shape the future of the transmission network. With an ambitious pipeline of infrastructure delivery, innovation, and whole‑system planning, you will be joining a team who will play a crucial role in our ever-evolving energy landscape.
As Senior Analyst (Regulation), you will work to secure regulatory funding to deliver major projects and develop regulatory submissions (including joint ventures). The postholder will actively identify relevant commercial impacts of regulatory risks and opportunities for SP Transmission across the major project portfolio whilst supporting on regulatory and strategic engagement with internal project teams and the regulator.

What you'll be doing
As a Senior Analyst you will be in a specialist team that supports our Strategic and Core Project teams to secure the regulatory funding to deliver major projects and will undertake horizon scanning to assess SP Transmission's projects against a wider industry context.
Responsibilities include:
- Developing regulatory submissions of over £1.5 bn annual strategic investment across SPT (including joint ventures), providing regulatory solutions to commercial and delivery opportunities and challenges
- Interpreting complex regulatory issues to deliver in-depth analysis on the potential financial or operational impact on SP Transmission, alongside mitigation proposals.
- Proactively providing lobbying/messaging advice within Transmission Network Planning and Regulation Team for internal and external audiences
- Supporting on major projects-related engagements with Ofgem and developing our major projects policy positions
- Supporting the development of major project inputs into related responses to transmission consultations from Government and Ofgem, working with relevant business contacts to provide technical/ specialist input where needed.
- Supporting the facilitation of all major projects' economics related external interactions with Ofgem and other strategic stakeholders.
- Supporting the development of economics led calculators to support the wider SPEN business with current strategic major project commercial initiatives.
- Identify relevant external publications and events to monitor the regulatory landscape, review or attend these to report to the Major Projects team on any relevant matters which may directly impact the business.
What you'll bring
- Commercial and/or regulatory experience within the energy sector or regulated utilities is essential.
- The ability to outline complex issues in a straightforward and succinct way is essential.
- Strong analytical and numeracy skills.
- Strong stakeholder engagement and influencing skills.
- Clear and concise communication skills, both written and verbal.
- Competent in Microsoft Office applications (Excel, Word, PowerPoint, etc)
- Well organised to support working across multiple key policy areas.
- Strong collaboration skills, with the ability to work across multidisciplinary teams
- Experience from a regulation, policy, economics, commercial or codes role is preferred.
- Degree qualified (or equivalent experience) with Economics qualification or experience desirable.
- Demonstrable experience in producing or reviewing successful regulatory funding or bid submissions
