Job Description

As an Environmental Program Manager, you will be responsible for developing and implementing SEA Airport's sustainable transportation program, leading and advancing SEA's transition to low- or zero-carbon sustainable transportation modes for passengers and employees. This program develops and advances strategies that may be controversial, high-profile, or politically sensitive. You will exercise sound judgment within broadly defined policies, procedures, and practices to determine effective strategies, select appropriate methods, and implement optimal solutions. This role requires specialized expertise in the following areas: sustainability and transportation, including ground and active modes.

  • You will lead sustainability studies, projects, and strategic plans to reduce carbon from on-road transportation sources operating at or near SEA Airport.
  • You will manage complex projects and sustainability initiatives including developing multi-year strategies, projects schedules, and work plans designed to promote low emission transportation modes with an emphasis on electric vehicles and charging infrastructure.
  • You will manage data-driven programs and tracking systems with significant stakeholder engagement, analyzing trends and forecasting outcomes to inform decision-making.
  • You will communicate and advocate for the Port's environmental interests with state, federal, tribal, and local agencies, while conducting outreach to diverse community and industry stakeholders.
  • You will support grant efforts by researching and evaluating grant opportunities that could support sustainable transportation initiatives at SEA. This includes drafting or reviewing application materials, managing grants and providing regular updates on project progress for reporting and compliance.
  • You will manage the planning, development, and administration of complex contracts, including drafting RFQs/RFPs, Scopes of Work, and budgets.
  • You will oversee consultant and contractor work, approve deliverables, monitor budgets, and may lead or provide direction to EMS staff, Senior EMS employees, or interns.

Who you are

  • Experienced - You have four (4) years of experience in environmental and/or sustainability.
  • Desired - We hope you have a Bachelor's degree in Environmental or Physical Sciences, Engineering, Economics, Environmental Management, Planning or Policy. We hope you have certifications for LEED Accredited Professional (LEED-AP), Project Management Professional (PMP), or an Envision Certification (ENV SP).
  • Committed to Equity - You will apply equity and exemplify shared values, behaviors, and practices in all aspects of the work. At the Port of Seattle, equity is a daily responsibility and a foundational expectation for all Port employees.
  • Expert - You have recognized expertise in environmental management and a deep understanding of ground transportation-related issues and relevant legislation and regulations (e.g., local, state, and federal regulations for on-road transportation including the federal Clean Air Act, motor vehicle emission standards in WA and other related initiatives). You stay current with compliance requirements and apply your knowledge to sustainability, climate and energy planning, and airport environmental programs, including project and contract management.
  • Efficient Communicator - You communicate clearly and effectively in both verbal and written formats. You explain complex technical information in ways that are accessible to a wide range of stakeholders and audiences.
  • Problem-Solver - You apply your expertise creatively to solve complex, high-impact challenges across a variety of environmental disciplines. You use sound judgment within established policies and practices and bring strong negotiation and facilitation skills to resolve issues effectively.
  • Leader - You demonstrate strong leadership by influencing and motivating others, even without formal authority. You collaborate effectively within team structures, fostering alignment and accountability to achieve shared goals.
