Role
SP Energy Networks (SPEN) will be delivering over £10 bn of investment in the GB electricity grid over the next 5 years. A major part of this is the delivery of our HVDC links which are being delivered in conjunction with National Grid.
The three HVDC Links currently being delivered are Eastern Green link 1 (EGL1) from Torness to Hawthorn Pit, Eastern Green link 4 (EGL4) from Fife to Norfolk and Western Link 2.
This role will lead the Cable Delivery of the Eastern Green Link 4 Project on behalf of the SPEN and NGET Joint Venture.
The successful candidate will take overall accountability for the Cable Delivery across the project phases (FEED, Detailed Design, Installation and Commissioning) reporting directly to the Project Director and ultimately the Joint Venture Board. Whilst the role will cover the overall Cable Delivery, the particular emphasis will be on the offshore Works.
Background - Our Eastern Green Link 4 HVDC project is currently SP Energy Network's largest project and is being delivered by a partnership between SP Energy Networks and National Grid Electricity Transmission.
Eastern Green Link 4 is designed to unlock Scotland's vast renewable energy reserves by scaling up the UK's capacity to transport clean energy from where it is generated to where it is needed.
The Project includes the Construction of Converter Stations in Westfield, Fife and Walpole, Norfolk, connected by HVDC cables comprising circa 16km of onshore cable route length in Scotland, 530km of marine cable route length and 100km of onshore cable route length in England.
Through the 2026 the project is transitioning from the development phase to the delivery phase with substantive construction expected from 2028, with the new connection anticipated to be operational during 2033.
What you will be doing
The HVDC EGL4 Head of Cable Delivery will lead all works associated with the HVDC and HVAC Cable Delivery but with particular emphasis on the Offshore/Marine activities.
The successful candidate will lead a multidisciplinary team to ensure the works are delivered to the required safety, health, environmental, sustainability and quality standards, time and cost.
This shall include:
Project Management
- Define the project scope, objectives and stakeholders;
- Develop the business case and feasibility studies;
- Secure Project approvals and funding;
- Develop the ITT timeline, milestones and deliverables;
- Coordinate the development of ITT documents including:
- Employer's Requirements;
- Technical Specifications;
- Scope of Work;
- Evaluation Criteria;
- Commercial Terms;
- Engage internal stakeholders (engineering, legal, HSE, finance) to gather input and align expectations;
- Facilitate cross-functional reviews of ITT documents;
- Act as the central point of contact for tender-related queries;
- Align tender strategy with overall project goals, programme and policies;
- Create detailed project plans including programme, budget, resources and risk / opportunity management;
- Develop communication and procurement strategies;
- Ensure clarity, consistency, and compliance with regulatory and contractual standards;
- Development and upkeep of; package programmes, interface registers, risk and opportunities register, issuance of weekly and monthly package reports (as required).
Engineering
- Overall responsibility for the management and delivery of all technical activities that are required to ensure the sufficiency of the HVDC cable technical solution, this shall include:
- Management of engineering resources required to develop and implement a Package Engineering Plan(s).
- Lead the design team of onshore and offshore HVDC cable systems, including electrical, thermal, and mechanical aspects;
- Review and approve engineering deliverables such as cable specifications, routing plans, burial assessments, and ampacity calculations;
- Ensure designs comply with international standards (e.g., IEC, DNV) and project-specific requirements;
- Management of all activities that are required to ensure work package compliance with the project's interface engineering requirements;
Procurement
Responsible for the management and delivery of all procurement and market engagement works (supported by the Contracts Management and Procurement teams) relating to the HVDC Cable package, this shall include:
- Lead in the definition of the scope of works;
- Drive the contracting strategy;
- Management of the engineering and package resources required to complete the preparation of technical documentation that is required for inclusion within ITT and EPC documentation package(s);
- Assessment of the technical compliance of the received bids and for providing technical recommendation into the Contractor selection process;
- Responsibility for the negotiation of the Employer's Requirements schedule(s), the Site Data schedule, the Programme, Access and Time for Completion schedule and for ensuring the sufficiency of each within the final contract agreement;
- Responsibility for the negotiation of the Contractor's Document's schedule(s) and for ensuring its sufficiency within the final contract agreement;
- Working with the wider business (Quality, Health & Safety, Environment, Legal, Procurement, Insurance etc.) to ensure business requirements are reflected in tenders and contracts;
Consents
- Responsible for the identification and management of all activities and resources that are required to be completed by the work package to ensure compliance with the Employer's Consents and licenses; and
- Responsible for supporting the Consents team in demonstrating compliance to key stakeholders / authorities.
EPC contract management
Responsible for the management of EPC Contractor, this shall include but not be limited to:
- Quality, Health & Safety and Environmental management of Contractor's activities;
- Management of the delivery of the Contractor's works in accordance with the programme;
- Contract management duties including invoice approval and claim management
- Working with the contractor to take advantage of optimisation / cost reduction / safety improvement opportunities; and
- Contract close out.
Knowledge transfer
- Responsible for facilitating the sharing of lessons learnt from and to other projects of the business;
- Development of corporate procedures; and
- Technical, management and administrative support to R&D initiatives where the company is involved, as well as dissemination of results.
Minimum Requirements
Related degree or qualified by experience.
Project Management qualification or qualified by experience.
