Job Description
The Project Manager - Engineering & Construction Subject Matter Expert (SME) will serve as a technical and project execution leader within the Engineering & Construction organization. This role provides enterprise-wide support for engineering standards, design consistency, commissioning excellence, and project execution best practices across transmission, substation, renewable generation, battery energy storage, and interconnection projects. The position acts as a trusted advisor to project teams, engineering managers, construction managers, and commissioning personnel by ensuring projects are executed in accordance with company standards, industry best practices, regulatory requirements, and lessons learned. The SME will drive continuous improvement initiatives, support complex technical decisions, mentor project teams, and provide oversight of engineering and commissioning activities through the project lifecycle.
This role combines project management responsibilities with deep technical leadership to improve quality, schedule performance, constructability, operability, maintainability, and overall project success.
Primary Responsibilities
Engineering Standards & Governance
- Serve as the E&C lead SME for engineering design standards, specifications, and best practices.
- Develop, maintain, and improve company engineering standards for:
- Substations
- Transmission systems
- Renewable generation facilities
- Battery Energy Storage Systems (BESS)
- Protection & Control systems
- SCADA and communications systems
- Review emerging technologies and recommend updates to standards and design guides.
- Lead technical reviews of major project designs and provide recommendations for risk mitigation.
Engineering Project Support
- Provide expert guidance to project teams during development, engineering, procurement, construction, and commissioning phases.
- Support resolution of complex engineering issues affecting project schedule, cost, constructability, reliability, or compliance.
- Participate in project stage-gate reviews and technical risk assessments.
- Drive lessons learned integration from completed projects into future designs and execution practices.
- Support project teams during major equipment factory acceptance testing (FAT), site acceptance testing (SAT), and energized commissioning activities.
Commissioning Excellence
- Establish and maintain commissioning standards, procedures, and best practices.
- Review commissioning plans and turnover packages for major projects.
- Support development of protection system testing, SCADA verification, relay commissioning, energization, and startup procedures.
- Lead root cause investigations of commissioning issues and system events.
- Support standardization of commissioning documentation, test forms, and reporting processes.
- Partner with Operations teams to improve turnover quality and system readiness.
Technical Leadership
- Act as a corporate technical resource for engineering and commissioning teams.
- Provide technical mentoring and training to project managers, engineers, and commissioning personnel.
- Facilitate workshops and technical forums focused on best practices and continuous improvement.
- Support workforce development strategies and technical competency programs.
- Maintain awareness of applicable industry standards including:
- IEEE
- ANSI
- NERC
- NEC
- NFPA
- NETA
- Utility-specific requirements
Quality & Continuous Improvement
- Identify recurring project execution challenges and develop corrective action plans.
- Monitor project performance metrics and recommend process improvements.

Job Overview
This position is responsible for the overall management of the team and assigned projects, to ensure compliance within required budgetary, scheduling, and safety goals. Employees in this role coordinate and manage construction work performed by contractors and/or vendors at the project site. Employees in this role manage the engineering, procurement and construction oversight-activities necessary to develop, license/permit, erect, start-up, and commence commercial operations.
Job Duties & Responsibilities
- Works collaboratively with resources in various disciplines to determine project priorities and work plans
- Meets corporate objectives with limited project management, scheduling and estimating resources
- Manages department resources to provide effective early-stage project development support
- Ensures projects are efficiently, effectively and safely implemented in accordance with department procedures and policies
- Manages walk down of planned work, validates acceptance of completed work to design requirements, approves contractor payment requests
- Verifies constructability, ensures proper resource allocations, assesses field status and resolves issues as needed
- Leads project meetings and reviews budget, risk tracker, and contingency allocations
- Interfaces with project's designated management committees, or acts as Executive Director of project activities
- Supervises activities and/or coordinates activities or groups, such as safety programs, engineering, construction, budget, and analysis and contract administration
- Oversees commissioning activities to meet corporate objectives, with limited project management, scheduling and estimating resources
- Performs other job-related duties as assigned
