Job Description
Engie as an ESCO company offers a broad range of energy solutions including designs and implementation of energy savings projects, retrofitting, energy conservation, risk management and other related energy solutions program. This position is specific for HVAC energy management for a commercial and industrial building (which include mall, hotel, office, hospital, industrial etc) where it involve in an energy efficiency/savings solution within client's HVAC facilities.
The scope will involve on developing client's existing "business-as-usual" case, managing an energy audit in client's HVAC facilities, analyzing the cooling consumption, efficiency and condition of the facilities, propose the best energy solution by improving the efficiency of the HVAC system. This also includes providing an estimation for the CAPEX and OPEX cost to justify the best energy solutions to the client.
The scope also is to continue provide a technical support, analyzing, evaluating on the detailed design, value engineering, trouble shooting and any other related activities during project implementation and O&M stage.

Duties and Responsibilities
Overall, his/her duties cover the whole spectrum of project development (from inception through preliminary design, design development, detailed costing, contract administration) which includes:

Project Development
- Understand the client's requirements, analyzing energy data to understand energy profile and consumption
- Develop client's "Business-as-Usual" case as a baseline for the energy solution comparison.
- Managing feasibility studies, energy simulations, basic/detailed designs, and front-end engineering designs of utility systems.
- Costing for project CAPEX and OPEX and project timeline
- Managing out Preliminary and Detailed Energy Audit including short term metering and logging to measure energy related data at site, identify the source of energy to a facilities, identify areas where energy savings can be achieved, recommends energy savings measures to be taken.
- Carry out detailed energy data analysis, provide professional interpretation of the analysis (energy usage and consumption, energy system design-operations-maintenance observations),
- Liaise with internal engineering teams, consultants, suppliers to understand, establish, review, validate and issue the projects specifications (M&E equipment, systems, infrastructure, structural & civil works), capital expenditures, operations expenditures, and the performances guarantees; liaison with customers, including presentation and validation,
- Liaise with Malaysian Authorities, utilities and Government Agencies for project incentives application / coordination, regular and special inspections, infrastructure and project authorizations, licensing issues, and for general project implementation coordination required,
- Liaise, evaluate and negotiate with contractors, vendors and/or suppliers proposals to match technical-financial, health-safety, quality, capital expenditures and profitability specifications and requirements,
- If required for such project, liaise with Consultants for Bid tendering, bid evaluation and contractors/equipment suppliers selection,
- Draft and float Requests for Proposals for external consultants, suppliers and contractors. Evaluate tender responses and their deliverables
- Managing in drafting technical inputs to project contracts (energy offtake agreements, EPC contracts, engineering consultancy agreements, OEM supply contracts, maintenance agreements)
- Close coordination with Business Development, Project Team and Regional Technical teams throughout the project development lifecycle, from Utilities Plant-Facilities preliminary audit, detailed audit, proposal development, through to contract signing and project kick-off,
- Keep abreast of the latest development in energy efficient solutions, related authorities, and regulations

Project Implementation
- Liaise and support Project Management team kick-off, engineering, contractors, define and issue the project health & safety, quality, budget, planning, performances control execution plan,
- Supervise the detailed design outsourced to reputable consultants: review the P&IDs, validate the control strategy of the systems, I/O points and sequence of operation
- Coordinate with the different project stakeholders (client, consultants, Qualified Person / Professional Engineer, vendors, contractors...) to ensure a smooth flow of information and ensure the design is developed in collaboration with all parties with good quality and no scope gaps (if required)
- Review contractors & vendor' offers and ensure technical compliance
- Support project management team during the construction works to validate variations and ensure the technical compliance of the works
- Participate in post project review to define the best practices, methods, tools and organization for the Projects team quality and performances improvement.

- External : Customers, consultants, contractors, suppliers, manufacturers, engineering companies, Malaysian authorities and government agencies,
- Internal: ENGIE Services Malaysia or ENGIE Regional Technical office or others ENGIE services regional offices, Projects Execution, O&M teams.
Key Accountabilities
- Responsible for carrying feasibility studies or analysis, managing a Preliminary and Detailed Energy Audit, for analysing and assessing energy system improvements, developing basic design of future energy system, and establishing the related capital expenditure and operations costs estimations, suppliers, engineering & construction companies, and internal Company & RTO teams,
- Responsible for providing technical support in liaison with Business Development Team
- Responsible for providing support during the project implementation
- Involve in internal or external customers for project performance guarantees and/or KPI given, and project testing Commissioning, handover / reception within the targeted project schedule and budget.

Malaysian Nationality, Male or female
Education & Competencies
Possess Minimum a Degree in Mechanical / Electrical, Electromechanical Engineering or equivalent.
Additional specialisation, possess (if available) any Certificate of Competencies such as Registered Energy Manager (REM), Certified Professional in Measurement & Verification (CPMV), Registered Energy Auditor (REA) or any other relevant certificate will be an added value.
Experience : sector, field & duration
- Experience over 5 years in HVAC engineering design & technical team supervision,
- Energy management for HVAC project in commercial building (such as office, hotel, mall, hospital etc). Experienced in centralised chilled water plant, district cooling system and airside cooling systems will be an advantage.
- Experience in Energy Performance Contract, Built, Own, Operate & Transfer (BOOT) or any other similar contract will be an advantage.
- Understanding of key legal and financial drivers that impact the technical solutions,
- Experience in cooling systems Operation & Maintenance, control systems will be an advantage.
- Hands on experience in performing Detailed Energy Audit for Chiller Plant will be an advantage.
Experience sectors :
- ACMV services - Chiller Plants
- Services : EPCC engineering, supplier / manufacturers involved in M&E systems, utilities systems and equipment,
- Commercial : Hospitality (hotel or hospital), retail, large buildings assets companies & property technical management companies.
Specific Skills

- Ability to self-use software for project management computing and presentations.
- Familiar with greenfield/brownfield project development.
