Job Description

Join SPEN as a NIS Programme Office Manager and play a pivotal role in shaping the future of Cyber Security.

This is a unique opportunity to lead within SPEN’s Cyber Programme Office, where you’ll oversee the strategic management and communication of our Cyber capital and operational budgets. Your expertise will ensure accurate forecasting, robust financial reporting, and the successful delivery of our regulatory obligations, including RIIO-2 re-openers, RIIO-3, PCD and RRP submissions, and annual NIS Improvement Plan updates.

What you’ll be doing

You will be at the heart of programme monitoring and governance, providing essential documentation, guidance, and metrics that support project teams across all levels. You will be responsible for leading all planning cycles, including business plan, annual budgeting, budget revisioning and operational plans, which supports the delivery of strategic financial and performance goals and metrics. You will also have responsibility for change control, programme risk management, configuration management and the definition and monitoring of project quality gates.

In this leadership role, you will manage a team of internal staff and external contractors, fostering development and capability growth within a high-performing environment. You will coordinate key outputs across planning, internal and regulatory assurance, and stakeholder engagement—working closely with internal teams and external regulators to ensure compliance and continuous improvement.

What you’ll bring

We are looking for someone with strong programme and project management experience, ideally within IT/OT environments, and a solid understanding of financial planning and reporting. Prince2, Managing Successful Programmes (MSP) or equivalent qualifications are preferred, along with excellent communication skills, stakeholder management, and a decisive, solutions-focused mindset.
