Job Overview
NYSERDA seeks an individual who is enthusiastic about advancing building decarbonization to join our Neighborhood Scale Transformation team and work on New Construction and Thermal Energy Networks programs. This interdisciplinary team is part of the Clean and Resilient Buildings unit that engages with both private and public market sectors to increase the adoption of building energy efficiency and electrification across all sectors of the built environment in New York State. This team provides services for new construction, gut rehab, adaptive change of use, and thermal energy networks across single owner, multi-owner and municipal networks.
The Project Manager II will be responsible for managing project-related activities for our New Construction and Thermal Energy Networks programs from concept and design, through development, production, and execution. The Project Manager II will assist in planning and developing interventions and strategies that overcome market barriers, encourage private capital investment, and accelerate the scale and penetration of clean energy. The Project Manager II will also be responsible for project management, reporting, budgeting, contract management, required analysis, stakeholder relationships associated with the teams’ programs and other interventions introduced into the market, as applicable. The Project Manager II may also supervise other team members.
The ideal candidate needs to be comfortable working in a fast-paced and constantly changing environment. They will need to enjoy interacting with and seeking feedback from stakeholders, have a high attention to detail and an internal drive to set and achieve personal and team goals. Preferably, this candidate also has experience with multiple customer sectors and an understanding of how they make capital investment decisions and operational improvements. Exposure to carbon neutral program creation and execution is a plus.
Primary Responsibilities
- Develop and implement high-impact interventions that leverage opportunities for projects.
- Identify barriers and opportunities through analysis and research.
- Conduct cost-benefit analysis for budgets and impacts of interventions using spreadsheet analysis with well-documented assumptions.
- Manage implementation of initiatives, monitor initiative performance, and provide recommendations grounded in analysis and market feedback to optimize interventions for greater impact.
- Develop RFP, PON and other solicitations documents, to ensure program objectives are likely to be met.
- Ensure programs align with the requirements from the funding source and have funds available in approved budgets.
- Negotiate contracts and manage relationships with vendors to ensure NYSERDA's interests are promoted and protected in support of the above, and in accordance with NYSERDA and New York State Procurement Policies.
- Develop Statements of Work, provide oversight, feedback and review of all tasks and deliverables and approve invoices for assigned contracts.
- Manage and develop specific relationships while increasing coordination with leading service providers, architects, engineers, and consultants in order to accelerate investment in decarbonization.
- Partner and coordinate with other state agencies and authorities, as well as utilities, to coordinate services and information for the market.
- Represent NYSERDA at meetings and events with external stakeholders.
- Contribute to a team culture of openness and collaboration.
- Become an invaluable member of NYSERDA’s New Construction Team, collaborating with staff in Albany, Buffalo and NYC.

Minimum Qualifications
- Bachelor's degree and 6 years' experience of relevant experience in building energy efficiency or a related field.
- Knowledge of and insight into building electrification, resiliency, energy management, energy codes, regulatory proceedings, environmental and economic impacts, opportunities, and impediments across the housing, commercial, institutional, and/or industrial sectors.
- Understanding of code and policies, building science, engineering, and related construction market issues for residential and commercial building and building systems design and operation.
- Understanding of building systems and high efficiency technologies like high performance envelopes, geothermal heat pumps and/or cold climate heat pumps.
- Familiarity with Passive House certification processes and other third-party standards such as LEED, Enterprise Green Communities, ENERGY STAR, WELL, Fitwell, EnerPhit, etc.
- Exemplary program and project management skills with the ability to set priorities, develop and execute on a workplan, balance research, analysis, a stakeholder engagement with pragmatism, and an action-bias to deliver activity in the market.
- Demonstrated problem-solving ability with a proactive and collaborative style.
- Exceptional organizational, time management and planning skills to successfully handle multiple projects simultaneously and meet deadlines in a fast-paced environment.
- Ability and appetite to learn and assimilate new information and think holistically through complex problems with technical and non-technical components.
- Ability to work independently and cross-functionally with other teams.
- Perform all job responsibilities with respect, fairness, consistency, and inclusion.

- Ability to travel 5-10 % across New York State.
Preferred Qualifications
- Master's degree and 5 years' experience, particularly in architecture, engineering, real estate, urban planning, or related field with a professional certification in energy or building science or engineering preferred.
- Registered Architect, Professional Engineer, MBA or MPP preferred.
- CEM or CEA Certification by the Association of Energy Engineers.
- A personal accreditation with a relevant third-party building rating system (e.g., LEED AP, etc.)

Salary
