Artificial intelligence is reshaping how knowledge-based organisations operate, analyse complex systems, and contribute fact-based analysis to policy and public debates. Across the energy and climate community, practitioners are rapidly deploying internal AI assistants, automating modelling and workflows, and embedding AI into daily work. As these practices take shape, this moment offers a unique opportunity to help define the norms for responsible, high-impact AI use in the energy policy space.

Our ambition is to position Agora as a global leader in AI-enabled energy and industry system analysis and a reference point for responsible, mission-aligned AI adoption. We are therefore recruiting a dedicated AI Capability and Technical Lead who can build and scale secure, high-performance AI infrastructure and solutions, develop proprietary tools that elevate our analytical excellence, and enable our teams to confidently and responsibly integrate AI into their work.

As an evidence-based think tank with around 180 employees across four global locations, Agora Think Tanks provides rigorous analyses that illuminate the technical, economic, regulatory, and political dimensions of the energy and industry transitions. We combine research, dialogue, and public engagement working closely with partners in numerous countries while operating independently and free from economic or party-political interests.

To strengthen our team, we are looking for an AI Capability and Technical Lead (f/m/d) full- or part-time (at least 32 hours per week) - based in Berlin, Brussels or Bangkok

Your responsibilities include

  • Lead the design and implementation of AI-powered solutions across Agora Think Tanks in alignment with the think tank's mission, research agenda, analytical and policy work, and operational needs;
  • Contribute to the elaboration and implementation of an AI adoption roadmap by identifying, developing and scaling high-impact use cases across the organisation;
  • Support the definition of AI governance and responsible-use guidelines, in coordination with the IT team, ensuring compliance, transparency and credibility across developed products and solutions;
  • Collaborate closely with leadership, project teams, developers, external contractors, and partners to integrate AI and technology into workflows, analysis, modelling, and communication processes and products;
  • Build prototypes and production-ready tools, ensuring they are robust, scalable, and maintainable, and monitor their adoption for high-performing, interdisciplinary teams across the Agora Think Tanks;
  • Develop, coordinate and deliver trainings and upskilling of staff - from analysts to communications teams - on how to use AI solutions and integrate them effectively and safely into workflows;
  • Review and guide technical work, providing mentorship to IT teams and data and policy analysts;
  • Identify and evaluate emerging AI technologies, advising leadership on strategic opportunities and risks for Agora's work;
  • Represent the organisation externally, credibly explaining AI approaches to partners, funders, and stakeholders.

We are looking for

  • A hands-on implementation-focused mindset with a strategic vision;
  • A relevant academic background in Computer Science, Data Science, or a related field;
  • At least five years of relevant work experience establishing process optimisations, and a proven track record of success of AI solutions in high-paced and innovation-driven environments;
  • Deep expertise in Artificial Intelligence, Machine Learning, Natural Language Processing (NLP), and data analytics, spanning strategy, implementation, and practical application;
  • Strong command of AI systems/concepts like Prompt Engineering, Retrieval-Augmented-Generation (RAG), agentic workflows, Model Context Protocol (MCP), etc.;
  • Practical experience implementing AI frameworks such as Langchain, LlamaIndex, n8n, or similar;
  • Proven development experience in Python, proficiency in additional programming languages is a plus;
  • Ability to create frameworks, guidelines, and processes that scale across teams, experience in organisational change is a plus;
  • Knowledge of energy and industry systems and policy research is a plus;
  • Interest in and ideally experience with open-source development;
  • Excellent communication to explain complex technical concepts to a non-technical audience;
  • Experience in capacity building and stakeholder management in cross-functional, international settings;
  • Full professional proficiency in English, other languages are a plus;
  • A genuine drive to contribute towards a just energy transition;
  • Readiness to travel on a global scale.
