As a leader in advancing New York's energy transition, the New York State Energy Research and Development Authority (NYSERDA) is a credible, objective and trusted partner in energy planning and in deploying new innovative technologies to build an affordable, abundant, reliable, and clean energy system. NYSERDA works with stakeholders statewide, including residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

  • Attract the private sector capital investment needed to expand New York's clean energy economy.
  • Advance solutions for using clean energy at a large-scale in New York.

Job Overview

The New York State Energy Research and Development Authority (NYSERDA) is seeking a creative, self-motivated and knowledgeable individual with research and analytical skills as well as developed communications and interpersonal skills to lead it's portfolio of Energy Planning & Policy, Policy Analysis, and Energy Markets as either a Director or Sr. Director. This position will report to the Senior Vice President of Policy, Analysis & Research.

Policy, Analysis & Research assists New York State energy policy decision-makers by (1) identifying and evaluating policy alternatives for addressing vital public needs; (2) quantitatively assessing the impact of energy, environmental and economic policies and programs on the State's citizens, businesses and environment; (3) supporting energy assurance and emergency response activities as well as providing energy market and system operations intelligence across all fuels and sectors supporting the New York State economy and (4) helping foster informed energy planning through the quantitative and qualitative analysis of energy issues and policies.

Primary Responsibilities

Strategic Leadership and Policy Development

  • Contribute to the State's overall energy policy development through activities including the New York State Energy Plan and Climate Action Council Scoping Plan
  • Oversee studies and analyses of the relative merits and economic development opportunities related to emerging clean energy technologies and identify strategies to overcome barriers or other market dynamics that interfere with their adoption
  • Provide support to other NYS agencies in developing their own clean energy strategies
  • Provide formative advice for program development through surveying and sharing national best practices and establishing exit strategies as well as work to improve the link between energy policy and program design to increase the likelihood of program success
  • Develop policy briefings and presentations for NYSERDA Executives and the Board of Directors

Market Analysis

  • Direct the development of the annual Clean Energy Industry Report, a longitudinal research study that analyzes data on clean energy jobs, employer needs, and existing assets in New York's clean energy sector.
  • Apply knowledge of energy systems infrastructures, reliability requirements, and market dynamics to inform policy or project formation, and to represent NYSERDA at various forums to provide expert knowledge of New York State system requirements.
  • Direct execution of weekly survey program of heating fuels including collection of primary data, and review and analysis of pricing information.
  • Assess energy market price trends, price and use forecasts, supply-demand dynamics, and potential fuel supply infrastructure constraints to inform NYSERDA program development, as well as government decision-makers.

Energy Assurance

  • Collaborate with state agency partners in the annual update to the State Energy Emergency Plan.
  • Supervise studies, analyses, and operational assessments of individual infrastructure components of the petroleum fuels supply and distribution systems related to infrastructure resiliency and market impact assessments; including identifying vulnerabilities and performing risk analyses to support NYSERDA's energy assurance and emergency event responsibilities for petroleum fuel supply disruptions at the NYS Office of Emergency Management.

People Leadership and Development

  • Lead and manage the Energy Planning & Policy, Policy Analysis and Energy Markets Teams at NYSERDA; develop and build a high-performing portfolio.
  • Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork
  • Develop staff and colleagues to meet NYSERDA's goals and their own professional goals; serve as a mentor and a role model
  • Serve as a thought leader within NYSERDA; stay current with developments in energy policy, finance and technologies
  • Foster multidisciplinary networks within NYSERDA and at NY State's Green Bank, Department of Public Service, other agencies, and the Governor's office to advance the State's success
  • Perform all managerial and supervisory responsibilities with respect, fairness, consistency, and inclusion across the workforce.

Minimum Qualifications

  • For Director(Salary: $156,757-$197,170):
    • Bachelor's degree in economics, finance, science, engineering, public policy, public administration, or a related field of study and
    • 10 years of relevant experience including 5 years in a supervisory role with a demonstrated record of success in setting strategy and informing decision within business, non-profit or government operating environments
  • For Sr. Director(Salary: $172,787-$213,995)
    • Bachelor's degree in economics, finance, science, engineering, public policy, public administration, or a related field of study and
    • 12 years of relevant experience including 6 years in a supervisory role with a demonstrated record of success in setting strategy and informing decision within business, non-profit or government operating environments
  • Track record in leading and motivating teams to achieve their potential including professional staff at remote sites and external consultant teams
  • Track record as an exceptional manager, coach, mentor, and developer of talent
  • Strong diplomatic and discretion skills to navigate sensitive projects and policy negotiations among executive teams with varied interests
  • Strong team builder with an ability to build productive relationships across a diverse organization
  • Strong knowledge base of: clean energy, environmental and climate policy approaches and mechanisms in New York and other jurisdictions; economic considerations of clean energy alternatives including environmental externalities; and fuel and electricity market structure and dynamics and energy and environmental regulatory structures
  • Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and in writing for broader audience consumption including policy decision-makers, sister agencies and third-party constituent interests such as industry, environmental organizations, consumer interests
  • Demonstrated problem-solving ability, resourcefulness and adaptability
  • Relentless work ethic and resolute integrity

Salary

The salary range is $156,757 - $213,995 annually. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations. NYSERDA offers an excellent benefits package.
