Job Description

The Labor Compliance Coordinator is responsible for providing overall support to payroll in verifying accuracy of prevailing wage and other payroll related apprentice requirements to be in compliance with the Inflation Reduction Act. This also include verifying the accuracy of union dues and fringes along with rates of pay, assisting is completing any adjustments needed for corrections. This position will be the support position to ensure all payroll is processed and the proper documentation and certified payrolls are in compliance with each customer account assigned to them. This position will take direction from and support the Labor Compliance Specialist.

Responsibilities

Monitor payrolls for mismatching craft/classes, assist with all audits on PW and Union, upload all supporting documents for LCP Tracker and or other reporting software, assist Labor Compliance Specialist with research and reviews. Also includes:

  • Creates and uploads certified payrolls and prepare documentation as requested by other payroll team members performing the same tasks.
  • Pulls payroll documentation from multiple sources to support verification of certified payrolls.
  • Reviews and verifies payroll records to ensure correct payment of dues and fringes.
  • Issues requests for missing and revised documentation and corresponds with the applicable subcontractor's staff to ensure compliance.
  • Assists in audits as requested by the IRA-PWA 3rd Party Consultants, customers, and local unions, calculates underpayments, fines, and penalties if applicable.
  • Assists with investigating complaints of noncompliance with wage payments and benefit payments.
  • Work with various software which are required by IRA-PWA 3rd Party Consultants, local unions and clients, such as LCP Tracker, Baker Tilly Customer Portal, & ePRLive.
  • Complete special projects as directed by the Sr. Payroll Manager.
  • Other duties as assigned.

Supervisory Responsibilities

  • The person in this position has no one reporting to him/her.

Basic Qualifications

  • Knowledge of applicable federal, state and local laws, regulations, and guidelines pertaining to prevailing wage requirements. IRA-PWA a plus.
  • Experience performing audits on payroll documents by routinely reviewing employees pay and union dispatch information.
  • Experience calculating fines/penalties in regard to audits.
  • Strong analytical skills and attention to detail.
  • Ability to effectively work with various government agencies and union organizations.
  • Excellent written and verbal communication skills.
  • Must possess a strong working knowledge of computer programs such as Excel, Word and Outlook. SharePoint experience preferred.
  • Work independently, minimal supervision to ensure the accuracy of certified payrolls and other documentation requirements for IRA-PWA and union compliance.

  • This position will be located in our Houston, Texas office.
