Job Description
San Diego Community Power (SDCP) seeks a strategic and highly experienced Information Systems (IS) Manager to oversee the organization's enterprise systems architecture, cybersecurity governance, cloud platforms, and data governance initiatives.
This role differs significantly from the IT Manager position, which is responsible for daily IT operations, network management, and end-user support. The IS Manager focuses on enterprise systems design, modernization strategies, and cross-organizational governance, ensuring that SDCP's technology infrastructure supports long-term operational excellence, regulatory compliance, and data-driven decision-making.
Reporting to the Associate Director of IT & Data Analytics, the IS Manager serves as SDCP's chief architect and governance leader for enterprise applications, cloud environments, data quality, and cybersecurity policy frameworks-all vital to the agency's mission and sustainability objectives.
OUR HISTORY
Community Power was formed in 2019 as a public, not-for-profit community choice aggregator (CCA) in the San Diego region. We began electric service in 2021 and now serve seven member agencies: the Cities of San Diego, Chula Vista, Encinitas, Imperial Beach, La Mesa and National City, as well as the unincorporated communities of San Diego County. Community Power was formed to bring local control and customer choice to San Diego while also providing clean and renewable energy at competitive rates. ESSENTIAL DUTIES AND PRIMARY RESPONSIBILITIES
A. Enterprise Systems Strategy & Architecture
- Architect, design, and maintain SDCP's enterprise systems ecosystem, including Dynamics 365 CRM and ERP, Enterprise Data Platform (EDP), BI platforms, and other mission-critical applications.
- Develop and sustain the multi-year enterprise systems roadmap aligned with SDCP's strategic goals.
- Establish enterprise architecture standards, integration frameworks, and interoperability requirements.
- Lead technical evaluations, RFPs, vendor demonstrations, and long-term application lifecycle planning.
B. Cybersecurity Leadership & Risk Governance
- Own SDCP's cybersecurity governance program, including policies, standards, and risk management frameworks.
- Oversee cybersecurity audits, penetration tests, incident response planning, and tabletop exercises.
- Lead initiatives in identity governance, vulnerability management, and zero-trust architecture.
- Ensure compliance with regulatory and industry frameworks such as NIST, SOC2, ISO 27001, and state mandates.
- Demonstrate good leadership skills and an ability to inspire, mentor and lead a Team of IT and Cybersecurity professionals.
C. Data Governance, Stewardship & Information Quality
- Build and lead SDCP's enterprise data governance program, including data classification, retention, and stewardship practices.
- Oversee data quality standards, metadata management, MDM (Master Data Management), and enterprise data pipelines.
- Collaborate with analytics teams to ensure data is secure, accurate, and properly governed.
D. Cloud Strategy & Platform Governance
- Own the architecture and governance of SDCP's cloud platforms (Azure, AWS, GCP).
- Lead modernization initiatives, including cloud migration, re-platforming, and scalability improvements.
- Implement Financial Operations (FinOps) framework for cloud cost management and budgeting.
- Establish cloud security standards and ensure monitoring, resilience, and incident response readiness.
- Lead cloud storage optimization and cost savings measures.
E. Technology Planning & Executive Alignment
- Articulate strategic business needs into multi-year actionable technology plans and enterprise system initiatives.
- Present system architecture strategies, investment proposals, and risk briefings to executive leadership.
- Evaluate emerging enterprise technologies and develop adoption frameworks.
F. Vendor, Contract, and Partner Management
- Manage strategic enterprise vendors, including application providers, cloud partners, MSPs, and system integrators.
- Lead RFPs, contract negotiations and performance management to ensure SLA compliance.
- Oversee technical delivery and ensure adherence to architecture and security standards.
G. Program & Project Governance
- Lead enterprise program governance for complex system implementations and modernization projects.
- Oversee change management, UAT frameworks, system rollouts, and cross-departmental coordination.
- Ensure documentation, risk tracking, and project governance structures are consistently maintained.
H. Interdepartmental Collaboration & Enablement
- Serve as the primary systems liaison across departments.
- Translate departmental operational needs into system configurations, workflows, and integration solutions.
- Develop system-level training, adoption strategies, and change management processes.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
- Deep expertise in enterprise architecture (TOGAF, Zachman, or similar).
- Strong proficiency in cybersecurity governance, IAM, risk frameworks, and compliance.
- Advanced experience with Microsoft Cloud (Azure, Entra, M365, Defender, Intune, Purview) and AWS.
- Extensive experience in system integrations, APIs, middleware, and automation platforms.
- Strong understanding of data governance, MDM practices, and data quality management.
- Exceptional ability to develop cross-departmental governance programs.
- Skilled communicator; capable of explaining technical topics to executive audiences.
PREFERRED
- Experience in the energy sector and/or supporting the implementation of programs funded by California state agencies (e.g., California Public Utilities Commission, California Energy Commission, California Air Resources Board).
- Ability to effectively represent the organization in various professional settings, from local to national levels, such as conferences, workshops, and executive meetings.
- Relevant certifications (e.g., CISSP, CISM, CCSP, TOGAF, Azure Solutions Architect).
QUALIFICATIONS, EDUCATION AND EXPERIENCE
Any combination of education and experience that would provide the knowledge and abilities listed.
Typically, a bachelor's degree from an accredited college or university in Information Technology, Computer Science, Computer Engineering, or a related field.
Minimum of five (5) years of progressively responsible experience in:
- Enterprise business management
- Cybersecurity governance
- Cloud architecture
- Data governance & MDM
- Enterprise integration architecture
WORK ENVIRONMENT AND CONDITIONS
Prolonged periods of sitting at a desk and working on a computer. The position requires occasional carrying, lifting and/or moving objects up to 25 pounds. Occasional local travel required and reliable transportation to be able to attend SDCP events, meetings, and workshops as needed is expected.

Compensation
Salary Range: The position salary range is: $117,800 - $159,000; with exact compensation to be determined by Community Power, depending upon experience.
Benefits: Standard benefits package including but not limited to:
Insurance: Community Power covers 100% of health benefits, including medical, vision, and dental insurance, for eligible FT employees and their dependents. Also provided is a $100,000 Life & AD&D policy, STD and LTD coverage that is 100% paid by Community Power.
Retirement: Community Power offers a 457(b) plan for employee contributions and contributes 10% of eligible compensation to the employee's Money Purchase Plan.
Paid Time Off: 11 holidays per year + paid winter holiday (between 12/24-12/31), 160 hours of accrued paid time off per year (increases with time in service), and 96 hours per year of accrued paid sick leave.
