Job Description
- Proficient in HSE management system standards (e.g., ISO 14001, ISO 45001) and ESG requirements related to environment, occupational health, and safety, capable of translating these standards into actionable HSE management practices for the organization.
- Familiar with global HSE compliance frameworks, with expertise in at least one region (EU, Australia, the U.S., etc.) in HSE compliance requirement, and the ability to adapt them to the specific risks and operational needs of the wind power industry.
- Act as an HSE expert, staying updated on global HSE regulatory developments, and providing recommendations for Goldwind International's HSE strategy from a wind industry perspective to enhance its global HSE influence.
- Possessing Process Safety Management (PSM) capabilities, including reviewing HSE design documents and facilitating specialized HSE analyses (e.g., HAZID, HAZOP, FMEA) to improve inherent safety.
- Possess offshore industry HSE management experience, drive offshore HSE system establishment and build HSE organizational capacity.
- Establishing and promoting a Zero Accident Culture within Goldwind and driving its implementation.
Responsibility
- Serve as Goldwind's global HSE expert, conduct periodic evaluation of Goldwind International's HSE management, including HSE strategy, organizational structure, HSE management system and muster plan, etc.
- Base on global HSE compliance trends and industry best practices to iteratively refine HSE strategy, organizational frameworks, and HSE management systems, optimize HSE management in key areas: such as target management, compliance management, risk & hazard control, incident & emergency response, etc.
- Act as Goldwind's external HSE liaison for clients, lenders, regulatory bodies, and third-party agencies, such as lead client's HSE questionnaire answer, site audits, and compliance reviews, Monitor evolving HSE regulations and industry trends worldwide, driving timely policy adaptation to strengthen Goldwind's global HSE competitiveness.
- Develop process safety management(PSM) framework, embedding advanced hazard analysis tools (e.g., HAZID, HAZOP, FMEA) into the Integrated Product Development (IPD) process to promote inherent safety in design.
- Improve Goldwind's HSE management system in alignment with offshore requirements, drive HSE organizational capability building, ensure compliance with international offshore wind safety standards (particularly in the European market).
- Lead global HSE training programs to institutionalize HSE management systems, standards, and operational protocols across all regions, cultivate Goldwind Zero Incident Culture, elevating employee's safety awareness and behavior.
Qualification
- Education: Bachelor's degree or above in Safety Engineering, Environmental Engineering, Electrical/Mechanical Engineering or related fields.
- Language: Fluent in English (proficient in listening, speaking, reading and writing).
- Experience: Minimum 10 years' professional experience in manufacturing, engineering construction or related industries.
- Technical Skills: Proficient in HSE management methodologies and tools.
- Soft Skills: Excellent collaboration skills (internal & external), responsive to stakeholder requirements, and committed to delivering on promises.
