Job Description
Alinea International, in partnership with Proman, is preparing a proposal for an upcoming technical assistance project supporting the European Union's cooperation programme with Bangladesh, and is building a roster of Non-Key Experts (NKEs) to provide flexible, demand-driven implementation support throughout the duration of the contract.
The anticipated project will be implemented on behalf of the Delegation of the European Union to Bangladesh and will support the implementation of the EU-Bangladesh Multi-annual Indicative Programme (MIP) 2021-2027. The Facility will provide flexible technical assistance and capacity-building across MIP priority areas - including human capital development and social protection; green inclusive development; and inclusive governance, human rights and the rule of law - while also supporting Team Europe Initiatives and the Global Gateway agenda in Bangladesh.
The assignment is anticipated to start in January 2027 and run for up to 48 months, based in Dhaka, Bangladesh. Approximately 1,500 working days of NKE inputs are anticipated over the life of the contract, allocated through approved work plans on a demand-driven basis. Selected candidates may be considered for a range of short- and medium-term assignments, subject to project award and individual assignment Terms of Reference.
Expert Categories
We are seeking applications from professionals in two categories:
Senior Non-Key Experts
- minimum 10 years of relevant professional experience. Senior experts will lead high-level technical and policy work, including sectoral studies, impact assessments, programme formulation, and strategic advisory support.
Junior Non-Key Experts
- minimum 3 years of relevant professional experience. Junior experts will provide research, drafting, data analysis, and implementation support across the technical work programme.
Applicants should clearly indicate in their cover letter the category for which they are applying, as well as their primary area(s) of expertise.
Areas of Expertise
We are particularly interested in professionals with experience in one or more of the following areas:
- EU development cooperation frameworks, including the Multi-annual Indicative Programme (MIP) cycle, NDICI - Global Gateway, EFSD+ (blending, guarantees, pipeline development), and Team Europe approaches.
- Intervention Cycle Management (ICM), including feasibility studies, cost-benefit analysis, institutional and political/economic/financial analysis, and impact assessments (ex-ante, mid-term, ex-post).
- Renewable energy, green transition, climate adaptation, disaster preparedness, and sustainable economic development.
- Public finance management, domestic revenue mobilisation, and governance reforms (including justice sector, anti-corruption, accountability, and digital governance).
- SMEs and private sector development, sustainable finance, and investment readiness.
- Digital transformation, e-governance, and the development of knowledge platforms and digital tools.
- Gender equality and women's empowerment (aligned with Gender Action Plan III), civil society engagement, and human rights-based programming.
- Monitoring, evaluation, and learning (MEL) of donor-funded programmes, including tracking of policy spending targets (climate, gender).
- Stakeholder engagement, capacity development, training delivery, and strategic communication.
- Legislative and policy analysis, including legal gap assessments and reform recommendations.
- Knowledge management and the production of accessible knowledge products (infographics, policy briefs, audio-visual content).
Minimum Requirements
We welcome applications from individuals who meet the following criteria:
- Hold a Master's degree (or equivalent) in a field relevant to the area of expertise (e.g. renewable energy, green transition, sustainable economic development, SMEs, digitalisation, governance reforms, private sector development, gender) and/or in business administration. A Bachelor's degree with an additional 4 years of relevant professional experience is also acceptable.
- Senior Non-Key Experts: minimum 10 years of relevant professional experience.
- Junior Non-Key Experts: minimum 3 years of relevant professional experience.
- Excellent command of oral and written English (C1 level, demonstrated by certificate or past relevant experience).
- Bangla or other local language skills are highly desirable for most assignments.
- Familiarity with EU development cooperation frameworks (e.g. MIP 2021-2027, NDICI - Global Gateway) is considered an asset.
- Experience working in Bangladesh or in comparable South Asian contexts is considered an asset.
