Program Manager - Fire Protection

Reports to the Senior Manager of Fire Protection with responsibilities to include:

• Maintains a compliant and sustainable corporate fire protection/life safety environment.
• Manages fire protection systems inspection, testing, maintenance (ITM) program as well as the design and installation of new/upgrade fire protection systems across assigned Avangrid territory.
• Ensures that fire protection practices protect employees, the public, contractors, company infrastructure, and the environment. Champions best practices in planning, implementation and integration of fire-related systems and life safety administrative controls across the Avangrid enterprise.
• Develops and maintains fire prevention and life safety programs, policies, procedures and Technical Specifications.
• Performs oversight and coordination of facility emergency pre-planning and evacuation training.
• Provide technical support for passive fire protection practices and strategies.
• Develop, coordinate and manage special projects as assigned to continually improve Fire Protection and Physical Security Programs.

This position is a senior level position responsible for supporting diverse occupancies over a large geographic territory. The candidate shall have well developed analytical and interpersonal skills capable of working with a high degree of independence yet seeking guidance and direction when appropriate. They must have excellent presentation and communication skills; comfortable facilitating subject matter discussion with mid and senior level Company leaders.

Key Responsibilities

• Ensures all Avangrid and Holding Company Affiliates comply with applicable fire protection and life safety regulatory requirements.
• Functions as a Company subject matter expert (SME) and interprets as the authority having jurisdiction applicable fire protection, life safety, and facility emergency management regulations. Conducts fire and life safety audits to assure compliance, cost-effective physical designs and appropriate administrative controls are established/maintained.
• Works with Building Asset Management (BAM) for all Avangrid Holding Company affiliates to develop, maintain and incorporate needed passive fire protection features for the conservation of life and property in existing, remodeled or new facilities.
• Develop, implement and maintain with stakeholders approved fire prevention, emergency planning, and evacuation programs for occupied locations under their responsibility.
• Reviews and provides SME guidance to Building Asset Management (BAM) on the creation and installation of emergency evacuation route maps.
• Collaborates with Physical Security Operations to provide 1st responder training to local regional and governmental agencies.
• Establish, manage and administer OpEx/CapEx budgets collaborating with the Business Management and Procurement Departments

Required Qualifications

Education & Experience Required:

• Bachelor's degree in Engineering, Science, Technology, or related Safety or Emergency Management discipline with applicable emphasis in fire and life safety;
• 8 years of broad based experience in fire protection and facility emergency management program administration
• 5 years project/program experience in fire protection system installation and retrofit; this shall include experience with building structures and systems that must be interfaced with during applicable construction activities.

Experience/Training:

• Experience in electric, gas and wind utility operations are a plus. This includes operating systems, infrastructure and field operations.
• Demonstrated ability building collaborative relationships both up and down the Organizational Structure through multiple operating companies over a vast geographic territory.
• Demonstrated experience interpreting and applying established fire and life safety codes (NFPA Standards, ICC Fire and Building Codes, ADA and NSI A117.1 Accessibility, OSHA 29 CFR 1910 General Industry Subpart E and L Fire Protection, OSHA 29 CFR 1926 Construction Subparts C & F, etc.).
• Use and application of FM Global Loss Prevention Data Sheets.
• Demonstrated experience using the principles and practices of emergency management - FEMA ICS.
• Experience creating and delivering training presentations for audiences up and down the organization structure of the Company. This includes capability developing delivering presentations using standard systems/equipment (Power Points, TEAMS, Multimedia) across multiple levels of the Company.

Skills/Abilities:

• Advanced capability preparing clear, concise and effective written materials - investigation reports, policies, procedures, etc.
• Detailed individual skilled in maintaining accurate records/files, entering/retrieving info via computer-based systems with a focus on accuracy.
• Demonstrated experience using the FEMA ICS structure.
• Experience setting priorities, coordinating multiple projects, and meeting critical deadlines.
• Thorough capability using standard office practices, including the operation of office equipment, MS Office Suite, MS Project (working knowledge of CAD a plus).

Licenses and Certificates:

• National Incident Management System ICS-300 and ICS-400 program certificate of completion or ability to be acquired within twelve (12) months of hire.
• NFPA Fire Investigator I or II Certification
• Related certifications in fire safety and life safety, emergency planning is a plus.

Preferred Qualifications

• Project Management Professional (PMP) certification a significant plus.
• Fire Protection Engineer (FPE) in any State and/or NFPA Certified Fire Protection Specialist (CFPS) a plus.
