Summary/Primary Role

The ideal candidate will be supporting our construction operations with a focus on Certified Payroll compliance. This fully remote, part-time position plays a key role in ensuring accurate and timely payroll processing and reporting in accordance with Davis-Bacon and prevailing wage requirements on public works and government-funded projects.

Principal Duties & Responsibilities

  • Process weekly payroll for field employees, ensuring accuracy, proper deductions, and compliance with federal and state regulations.
  • Manage and submit Certified Payroll Reports (CPRs) including WH-347 forms, ensuring full compliance with Davis-Bacon Act and other applicable regulations.
  • Perform fringe benefit analysis and reporting for the field team to ensure alignment with prevailing wage requirements and internal cost tracking.
  • Ensure accurate classification of positions, job codes, project locations, and wage determinations.
  • Conduct regular audits of payroll records and job site data to proactively identify and correct discrepancies.
  • Track and maintain compliance documentation including wage determinations, apprenticeship program participation, and subcontractor certifications.
  • Support onboarding and set-up of new field employees with proper wage classifications and project assignments.
  • Coordinate with project managers, subcontractors, and HR to ensure timely submission of required documentation and project labor tracking.
  • Respond to inquiries from auditors, regulatory agencies, and internal stakeholders regarding payroll practices, documentation, and compliance.
  • Assist in preparing for and responding to labor compliance audits and certified payroll inspections.
  • Generate internal reports and analysis related to field labor costs, job costing, and benefit utilization.
  • Stay up-to-date on changes in labor laws, prevailing wage standards, and state-specific requirements.
  • All other duties and responsibilities as assigned.

Qualifications

  • Bachelor’s degree in business administration, Finance, or similar preferred
  • 5+ years of payroll experience in the construction industry, including direct experience with Certified Payroll and weekly payroll cycles required.
  • Experience with multi-state payroll compliance and/or union labor reporting.
  • Strong understanding of Davis-Bacon Act, fringe benefits, and prevailing wage requirements.
  • Proficient with payroll systems and construction-related platforms (e.g., LCPtracker, Procore, or similar).
  • Intermediate or expert level proficiency in Microsoft Excel, Word, and PowerPoint.
  • High attention to detail and accuracy.
  • Strong communication and time management skills.
  • Must reside in NY, MA, CT, NJ, or PA.
  • Weekly hours up to twenty (20) per week.

Supervisory Responsibility

This position does not have supervisory responsibility.

Expected Hours of Work

Non-exempt employees are eligible for overtime pay in accordance with applicable wage and hour laws, while exempt employees may be required to work additional hours as necessary to fulfill their job responsibilities. Overtime requirements will be determined based on the operational needs of the organization. The salary range and/or hourly rate listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job advertisement and may be modified in the future. When determining an employee’s base salary and/or rate, several factors may be considered as applicable (e.g., location, specialty, years of relevant experience, education, credentials, and internal equity). The hourly rate for this position is $35.00-$45.00.

Office/Remote Work Guidelines

Recognizing the success of remote work, Brightcore operates in a hybrid model. Eligible employees will have the option to work remotely for two (2) days per week at their discretion, with final approval by their direct supervisor. This policy is subject to change at Brightcore's discretion.
