Job Overview

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated and knowledgeable individual with technical (engineering, quantitative analysis, data science), applied research (social science, market), psychology (behavioral or organizational), policy analysis, and/or program evaluation skills to join its Market Characterization & Evaluation Team as a Project Manager. This position will report to the Senior Project Manager of Market Characterization & Evaluation and the duties will include some or all of the following:

Primary Responsibilities

  • Lead and support the planning and conduct of evaluations on NYSERDA’s evolving set of clean energy programs and initiatives, including innovation and research and market development programs with a focus including but not limited to measurement and verification, market impacts, process evaluation, etc. This work may include planning and conducting evaluation work in the following areas:
    • Impact evaluation to measure and verify the energy and non-energy impacts of a program, project or technology, including contributing to and/or leading advanced measurement and verification initiatives and supporting NYSERDA on the NYS Technical Resource Manual committee
    • Market evaluation to inform and assess NYSERDA’s market acceleration/transformation work by defining baseline market conditions and quantifying changes over time
    • Process evaluation to assess the efficiency and effectiveness of program implementation and inform ongoing improvements to the program design and delivery
  • Serve as an evaluation liaison to NYSERDA program staff for purposes of:
    • Assisting with program design, implementation and management, including creating program logic models; developing the associated evaluation plan(s); implementing the evaluation plan(s) and providing real-time feedback in the form of actionable recommendations and synthesized insight
    • Supporting the identification, collection, storage, and documentation of data necessary to perform ongoing assessments and comprehensive evaluations
    • Proactively and adeptly researching and characterizing data in support of evaluation activities
  • Facilitating efficient and effective evaluation management processes that produce actionable insights
  • Develop and perform analyses of program processes, outcomes and impacts, including quantitative and qualitative data collection
  • Perform in-house analytical work as well as manage projects undertaken by consultants
  • Perform all job responsibilities with respect, fairness, consistency, and inclusion
  • Perform other responsibilities as assigned

Minimum Qualifications

  • A Bachelor’s degree and at least 5 years’ experience in technical (engineering, quantitative analysis, data science), applied research (social science, market), psychology (behavioral or organizational), policy analysis and/or program evaluation
  • Excellent analytical and quantitative capabilities; experience with programs such as SAS, Python and/or other open-source resources, as well as tools such as Visio and Qualtrics are desirable
  • Outstanding project management skills and initiative with demonstrated success in managing concurrent multiple projects adeptly with a focus on budget, schedule and deliverable quality. Demonstrated problem-solving ability with a proactive and collaborative style; ability to facilitate consensus-building among multiple stakeholders
  • Excellent verbal and written communication skills
  • Excellent presentation and interpersonal skills that resonate with audiences of different backgrounds; possesses the ability to communicate persuasively, concisely and unambiguously in speech and writing.
  • Proficiency in MS Office applications

Additional Qualifications

Applicants should be able to demonstrate having some of the following skills enhanced by a willingness to quickly learn and develop proficiency in these areas:

  • Working knowledge of NYSERDA’s clean energy programs
  • Understanding of markets in which NYSERDA’s clean energy programs operate including targeted customers, involved stakeholders and principles of technology diffusion/market transformation
  • Understanding of energy policy issues and analysis
  • Demonstrated capability to conduct analysis in clean energy technology operation and performance, energy efficiency, demand response, renewable energy generation, environmental impacts, economics, or program evaluation
  • Ability to conduct geo-coding and map data
  • Ability to present data and analyses in visually-appealing ways
  • Actively monitor and maintain industry best practices (e.g., CMVP)
  • Familiarity with statistical analysis, sampling approaches and data collection methods and standards
  • Understanding of technical data sets, databases, database management, and data retrieval
  • Experience working in a team environment both as a leader and active team member as well as in a cross-disciplinary role. Ability to perform all managerial and supervisory (as assigned and as applicable) responsibilities with demonstrated experience fostering respect, diversity, equity, and inclusion across the workforce
  • Ability to be proactive from initiating value-added analyses to quickly identifying and resolving issues, contributing to improving NYSERDA’s overall evaluation work and suggesting improvements to management
  • Ability and appetite to learn and assimilate new information and think holistically through complex problems with technical and non-technical components.
