We're the leading owner and operator of battery storage in the UK, supporting the National Grid with the uptake of renewable power. We also work with c.90% of the UK's major bus companies, powering 25% of the UK e-bus market. We're also the number one owner and operator of e-buses in Australia and New Zealand, and are quickly expanding into light commercial vehicles and trucks. The Opportunity
The ideal candidate will have a proven understanding of GB electricity market design and regulation, with an understanding of battery energy storage systems (BESS). Experience engaging with Government, Ofgem, NESO and relevant industry bodies would be highly beneficial.
Reporting to the Head of Business Development - Network Infrastructure, and working directly with teams including Marketing and Strategic Communications and Legal, the candidate will support and manage day-to-day policy tracking and development, while leading on political outreach.
Key responsibilities will include monitoring and analysing policy and regulatory developments, engaging with external stakeholders - including political decision-makers, civil servants, local and national organisations, trade associations and consultants - and advocating for policy frameworks that enable the growth of battery energy storage.
A Taste of the Day to Day
Policy development and consultations
While policy work will focus predominantly on energy, the successful applicant will be able to provide advice to the Policy Analyst sat in the EV Fleet team to ensure cross-business collaboration on blended energy and transport areas, and knowledge sharing on political engagements. This will involve:
- Keeping track of evolving energy policy, regulation and market reforms affecting BESS (e.g., Reformed National Pricing, code modifications such as P462, Capacity Market reform, LDES Cap & Floor), and communicating important developments to internal stakeholders with clear recommendations.
- Leading in the development of Zenobē's energy policy positions, working closely with the Network Infrastructure Business Development team to conduct research, analysis and modelling on the economic, social and environmental impacts of policy options.
- Drafting responses to energy policy consultations and inquiry submissions. This will require strong experience of and expertise in UK energy policy. Relevant topics include Reformed National Pricing, the Capacity Market, Long Duration Energy Storage, Transmission Use of System (TNUoS) charges
- Attending industry code modification and working groups that are important to energy storage
- Drafting Zenobē policy statements on supply chains, environment, health and safety, and quality.
- Supporting in internal markets with NI such as Germany on policy and regulatory development as and when required
- Working closely with Business Development, Commercial and Project Development team
Stakeholder engagement
- Leading on public affairs work across the Network Infrastructure division of the business, including identifying potential collaboration and/or campaign opportunities
- Identifying political decision makers and outreach opportunities to communicate Zenobē's policy positions to. Author concise policy briefs and position statements on battery storage policy and provide internal guidance to senior leaders ahead of meetings and events.
- Providing technical policy advice to the media team for political commentary and key media moments.
- Representing Zenobē at diverse events such as trade association forums, code modification workgroups, and political party conferences.
- Managing relationships across Government, Opposition, Ofgem, ESO, industry, and trade associations.
- Support the Community and Stakeholder Engagement Manager with the regional and local stakeholder engagement strategy around Zenobē projects.

Knowledge and Experience
Essential:
- At least 5 years' experience working in energy policy.
- A strong understanding of recent clean energy and transport policy (e.g., the Review of Electricity Market Arrangements, Reformed National Pricing, Long Duration Energy Storage policy, Capacity Market reform, Balancing Mechanism reform).
- Experience of working collaboratively to research and write long-form policy documents (such as consultation responses and policy reports).
- Experience of working in a fast-moving working environment.
- An established network in the energy policy space.
- A good understanding of the UK's political landscape and processes (e.g., policy consultations, parliamentary questions, and select committees).
- An understanding of finance and investment in energy.
Desirable:
- Experience of working in or with Government, Ofgem, or National Grid ESO.
- A strong understanding of business models for energy storage .
- Experience of convening stakeholders from across multiple organisations to work towards a shared goal.
- Experience of writing short-form pieces including articles, press releases and letters to MPs.
- A proven track record of successfully influencing policy through advocacy and campaigning.
Skills and Competencies

- Excellent writing skills.
- Strong verbal communication and presentation skills, and the confidence to represent Zenobe at external events.
- The ability to manage relationships across a wide range of organisations including industry, the public sector, media, and trade associations.

- Good IT skills.
Desirable:
- Quantitative skills, preferably basic data science skills to create simple models of policy proposals.
