What you will do
Role Overview
The Director of Transmission & Interconnection oversees interconnection-related strategizing and risk mitigation, which are critical factors in the development and financial success of EDPR NA's renewable energy projects because such projects in the U.S. must interconnect to the existing grid and must move power from the site location to delivery locations. Transporting this electricity is critical to accessing energy markets with the best energy prices, so this incumbent must guarantee that transmission and transportation are achieved with the lowest risk possible. As such, the incumbent analyzes transmission congestion and curtailment risk, suggests transmission-related strategy, forecasts LMP (energy nodal) prices, and proposes transmission hedging solutions. They ensure that interconnection queue positions are secured, controlled, and maintained in a timely manner in order for projects to achieve the targeted Commercial Operation Date (COD) under the Power Purchase Agreements (PPAs) and sale contracts. Manages and leads a team supporting the needs of Development, Energy Management (EMG), and Engineering personnel in all of the company's transmission- and interconnection-related matters.
Main responsibilities
- Lead internal and external teams' analyses of transmission load flow and Location Marginal Price (LMP) and the modeling of ISO systems in order to determine their impact on Horizon's wind portfolio, and proposes hedging solutions to ultimately reduce energy price differential between different locations within an energy market
- Analyze, forecast, and provide guidance on forward prices, transmission congestion, LMP basis price spread, and Financial Transmission Rights (FTR), which allow for coverage of energy pricing differentials between project locations and energy delivery locations
- Analyze inflation expectations and projected operating expenses in order to determine the pricing and revenue implications of interconnection strategy options
- Lead a team that tracks and supports the securing of interconnection agreements (IAs) through the full IA process, from initial application to final execution, and the transition of project IAs to construction and operations in accordance with deadlines
- Monitor and support the full transmission securing process, from initial transmission service requests (TSRs) to final execution, and the transition of transmission rights to Operations and EMG teams
- Establish and maintain critical relationships with RTOs, ISOs, and utilities that are essential to the Company's interconnection and transmission positions
- Work closely with internal and external parties to develop and refine Horizon's position on key issues affecting grid access, and communicates that position to stakeholders
- Track and influence regulatory developments affecting access to the grid at the regional and national levels (e.g., RTOs, FERC)
- Operate and maintain interconnection and transmission positions through OASIS systems in compliance with RTO/ISO/utility regulations
- Assist the Development, EMG, and Engineering teams with streamlining and improving the company's interconnection and transmission-securing process
- Identify new development opportunities based on transmission and market design strategies
- Support strategic planning efforts by ensuring the Company's access to all necessary information for selection of the optimal connection and transmission strategies
- Support internal and external discussions regarding transmission service rights
- Analyze transmission strategy for new wind farm projects and provides recommendations
- Additional duties as required
