Job Description

At ScottishPower, we're working hard to deliver a smarter, more resilient energy network for our customers. As we continue to invest in the transition to Net Zero, we're strengthening our commercial and contract management capability across the SP Manweb licence area.

We're now looking for a Senior Quantity Surveyor to join our SPM Commercial & Performance team, providing robust commercial control, audit oversight and supplier performance management across our Welsh districts. Based in Wales, you'll also provide support across Cheshire, Wirral and Merseyside from time to time.

In this key role, you'll maintain strong commercial governance of our term contractors, ensuring cost efficiency, accurate forecasting, adherence to NEC4 processes and compliance with regulatory, technical and safety standards.

What You'll Be Doing

  • Managing and developing a small team of Quantity Surveyors, fostering continuous improvement and commercial best practice.
  • Managing contract expenditure through effective scope control, change management and cost verification processes.
  • Auditing contract administration and ensuring delivery teams comply with NEC4 Work Order processes.
  • Measuring supplier performance against contractual KPIs, preparing reports and driving improvement actions.
  • Challenging contractor costs where required, using benchmark data and commercial judgement.
  • Leading negotiations on tender returns, pricing, risk allocation and interim valuations.
  • Representing ScottishPower at negotiation meetings with senior delivery partners.
  • Providing accurate financial forecasts, budgets and commercial reports to support business planning.
  • Carrying out site and operational audits across the Manweb area.

What You'll Bring

  • Strong commercial and quantity surveying experience, ideally within utilities, infrastructure or construction.
  • Excellent numeracy, analytical and financial management skills.
  • Strong knowledge of current OFGEM regulatory policy.
  • Knowledge of SAP, purchase order procurement & invoicing would be advantageous.
  • Ability to communicate complex information clearly to both technical and non‑technical audiences.
  • Experience in negotiation, cost management and contract administration (NEC4 & FIDIC desirable).
  • Strong stakeholder management skills - both internally and with contractors.
  • Degree in Quantity Surveying or equivalent professional experience.
  • Good working knowledge of H&S legislation, financial controls and commercial risk management.
