Job Description

The Contract Management Department, within P&T, was created with the goal of centralizing and standardizing the major Contracts for Avangrid Networks, as well as to apply locally in Avangrid the best practices defined by IBERDROLA's Global Contracting Group. The Contract Administrator will be primarily responsible for the management of all aspects of Framework Agreements, from development of the tender, including consolidation of Needs, elaboration of RFP, Bids Technical Review, definition of Award Scenario strategy; to management of valid frameworks, including contact with suppliers and internal stakeholders, customer support, variance reports, identification of the start of the next renewal process, etc. Among other responsibilities the Contract Administrator will work on the overall annual purchasing plan: supervising and coordinating with BA and Procurement the correct implementation of the contracts (One Off and Framework Agreements), coordinate information and work with IBERDROLA's Global Contracting Group. As a Lead Contract Manger will be expected to work and supervise the overall Avangrid contract strategy, assessing the implementation of the Efficient Contracting Model.

Contract Administrator will be responsible for the consolidation of Contract requirements, tracking and reporting on Terms & Conditions and related process to be submitted to procurement for Framework Agreement for materials, services, and equipment Tenders. Make sure processes and procedures related to Terms and Conditions are complete and consistent. Will assist Contract Management to track major contract obligations and oversee the correct execution and implementation of the Contracts.

Data analysis, elaboration of Key Performance metrics, and auditing and reporting is also included in the scope of this role.

Key Responsibilities

  • Development of tenders for framework agreements for different services and materials. Lead the entire procurement process and be the Project Manager for the tender. Create the RFP, paying special attention to the Contracting Model, develop a Technical Evaluation Score Card, and define the correct Award Strategy.
  • Work closely with Procurement to ensure the Contracts are closed out in accordance with the Annual Purchasing Plan and the Efficient Contracting Model.
  • Development of complex Framework Agreements - transition plans from incumbent vendors to newcomers, understanding the requirements from each Business Area.
  • Provide training to the stakeholders with regards to the correct usage of new Frameworks Agreements.
  • Management of valid Framework tenders. Provide Customer Service and assist any employee that needs support about usage of the Framework Agreement.
  • Elaboration of KPI's that measure the correct performance of the Frameworks and overall contract management in Avangrid.
  • Documentation management. Maintain databases up to date with the latest contract information, variance reports, etc....
  • Perform auditing of the Contracts and identify issues or misusage of Frameworks. Develop a plan to correct the issues.
  • Work with Global Contract Group and implement directions given to Avangrid with regards to the Efficient Contracting Model.
  • Assist on summarize Terms and Conditions, identifying targeted contract language and provisions for decision making.
  • Lead on Terms and Conditions review and negotiations with Contractors / Suppliers.
  • Serve as a link to internal actors of the organization to the Contract Management team on the contract review and negotiations (Legal, Procurement, Insurance, Risk, Cyber Security, Health and Safety)
  • Assist Contract Management with ongoing FA.
  • Work with Contract Management teams to evaluate overall contractor performance within the P&T's organization developing and reporting.
