We are looking for a Senior Preconstruction Manager to join our team in one of today's most exciting technologies. This role will report to the Sr. Construction Contracts Manager and will be based in San Jose, CA. This is a fully on-site, in office role 5 days a week
Role and Responsibilities
- Develop, maintain, and execute checklists for verifying and documenting contractor compliance with contracts, company policies, and applicable regulations.
- Conduct assessments to identify and qualify contractors that provide construction and construction related services based on quality, cost, and reliability.
- Collect performance data and present metrics to support strategic decisions to grow, divest, or maintain contractors for long-term partnership and potential cost savings.
- Catalogue compliance and metrics and monitor over time to assess potential for improvement in our base contract
- Support bid process to draft and distribute Request for Proposals (RFPs) to potential contractors, outlining the specifications and requirements for products and services needed
- Support bid process to perform detailed scope, schedule, and cost analyses of contractor bids to identify optimal procurement options aligned with business schedule targets, budget constraints and quality standards.
- Support bid process for negotiations with contractors to secure best price and contract terms
- Perform procurement activities in compliance with company policies and applicable regulations.
- Coordinate cross-functional feedback and to ensure the purchased services meet all technical, business, commercial, and legal requirements.
- Support the ordering process from RFP creation to contract negotiation and execution. Requires ability to understand project goals and prioritize activities to achieve project goals.
- Support change management process.
- Support contract closeout processes.
- Support contract administration and escalation resolution to ensure contractors meet both short-term needs and long-term strategic goals.
- Supports internal processes to setup new vendors, issue purchase orders, expedite payments, and manage changes.
- Support continuous improvement efforts through root cause analysis of pain points, proposing solutions, and implementing process improvements.
Skills and Experience
- Bachelor's degree in Construction Management or equivalent experience preferred.
- Minimum 7 years of relevant work experience in procurement and construction
- Knowledge of all aspects of construction: Including planning, equipment, methods, cost control methods, and safety requirements
- Knowledge of all aspects of construction services procurement
- Must possess a highly motivated personality, effective communication skills, and a strong ability to work in a high-performing team environment with a customer service focus
- Well-developed and professional interpersonal skills; ability to interact effectively with people at all levels of the organization, as well as outside customers, utility and governmental personnel
- Must possess a framework understanding of construction contracts.
- Proficiency in MS Office Suite.
Preferred Skills and Experience
- Proficiency in Procore, Salesforce, and Oracle
- Proficiency in Microsoft Project scheduling software
- Involvement in cost-reduction initiatives including data analysis and recommended actions

Salary Ranges
$155,800.00 - $224,200.00
