Job Description

As the Transmission Line Supervisor, you will act as the Owner's Engineer onsite, supervising the construction of a 500 kV double-circuit overhead transmission line in Lao PDR. You will ensure that all construction activities are carried out safely, efficiently, and in compliance with project specifications, international standards, and quality requirements.

Key Responsibilities

  • Supervise transmission line construction activities, including foundations, tower erection, conductor stringing, OPGW installation, testing, and commissioning.
  • Monitor contractor performance, construction progress, and compliance with approved drawings, specifications, and construction methodologies.
  • Ensure compliance with project HSSE requirements, IFC/World Bank EHS Guidelines, IEC standards, and local regulations.
  • Conduct site inspections, witness testing, identify non-conformities, and support quality assurance and corrective actions.
  • Track project progress, verify completed quantities, identify construction risks, and support mitigation measures.
  • Coordinate with contractors, engineers, clients, and other project stakeholders to resolve technical and construction issues.
  • Prepare daily, weekly, and monthly site reports, NCRs, safety observations, and project documentation.

Qualifications

  • Bachelor's Degree in Electrical Engineering, Civil Engineering, Construction Engineering, or a related discipline.
  • Minimum 10 years of experience in transmission line construction or construction supervision.
  • Proven experience on at least two (2) overhead transmission line projects of 500 kV or above.
  • Experience in long-distance transmission line projects (150 km or more) and construction in mountainous terrain is highly preferred.
  • Strong knowledge of transmission line construction methods, tower erection, conductor stringing, OPGW installation, grounding systems, testing, and commissioning.
  • Familiar with IEC standards, IEEE standards, CIGRE guidelines, IFC EHS Guidelines, and construction quality and HSE management systems.
  • Proficient in Microsoft Office; experience with AutoCAD and PLS-CADD is an advantage.
  • Fluent in written and spoken English. Knowledge of Lao or Thai is an advantage.
