Quality Manager

Responsible for establishing and executing the Project Field Quality Assurance Program (FQAP). Develop Defined Feature of Work (DFOW) Inspection Test Plans (ITP). Initiate inspections, document, analyze, and report results, and find solutions to technical problems. Must be fluent in inspection requirements for civil, mechanical/structural, electrical and pre-commissioning inspection means and methods. Leadership role responsible for personnel development and training of project staff to include Quality Leads, Technicians, and temporary labor. Interact with Subcontractors regarding Quality plans, inspection of work, and corrective actions.

Essential Duties and Responsibilities

• Review Contracts for technical scope and understanding of Quality Requirements
• Work with the Sr. Quality Manager to develop, implement and facilitate FQAP for the projects.
• Manage Project Quality Staffing plan to maintain Quality Department project budget. (Labor and Overtime)
• Provide weekly report to Sr. Quality Manager on Project Quality Related information.
• Fluent in requirements regarding inspection, inspection tools and equipment.
• Prepare schedule for site Quality professionals to ensure all testing, inspections, and work required are completed in a timely and professional manner.
• Work with project team on Quality Control, testing requirements/ITP and checklist completion.
• Train Subcontractors' QC on utilization of FieldView (initial enrollment, continuous training, troubleshooting, and minimum standards for each Defined Feature of Work (DFOW)
• Maintain communication with Subcontractors for deficiencies, outstanding items, review, and closure.
• Verify Subcontractor tooling calibration certifications.
• Work with Subcontractors on schedule, quality of work, and conformance to FQAP requirements.
• Complete daily random oversight inspections.
• Identify, document, and report quality issues and help drive solutions and continuous improvement.
• Prepare Deficiency Reports (DR), Non-Conformance Reports (NCR), Corrective Action Reports (CAR), Request for Information (RFI), and Root Cause Analysis, as necessary.
• Report Project Non-Conformances related to the work and manage quality issues through remediation to completion.
• Investigate any NCRS/CARS with Sr. Quality Mgr. to provide input and oversight.
• Provide daily site updates to communicate quality issues, assignments, overtime, and site coverage.
• Communicate any concerns related to scheduling, subcontractors, and all quality related issues to Sr. Quality Assurance Manager and/or Director of Quality.
• Maintain inspection metrics, documentation, and distribute daily and weekly reports.
• Hold all necessary site quality meetings both internal and external.
• Ensure all site documentation, materials, consumables, and vehicles are available and ready for deployment.
• Place order requests with the Director of Quality for all items required to perform these tasks.
• Participate in new hire interviews, Annual Reviews, and reward/discipline of direct reports.
• Facilitate daily training on Safety and Quality. (Morning Meetings)
• Document Standard Operation Procedures (SOP) to communicate accurately and consistently across all teams. Communicate any revision to procedures and support development of SOPs.
• Provide technical support and guidance to direct reports as needed during inspection and problem resolution.
• Develop QA Leads understanding and knowledge of the Quality Plan requirements.
• Develop QA Leads so they can transition into Site Quality Mangers.
• Conduct PPE inspections.
• Maintain a clean and operational vehicle.
• Communicate any vehicle damage, maintenance, or inspections to director immediately.
• Arrive to work prepared to work and dressed appropriately.
• Maintain a positive attentive attitude towards all co-workers and construction teams.
• Perform team truck and tool kit inventory twice yearly or as directed and provide documentation to Director.
• Review and submit time and per diem sheets at the end of each week.
• Check email daily and respond in a timely manner.
• Work independently and as a member of the team.
• Retain Quality Documentation using correct platforms (E-Room, PWA, Viewpoint Teams, Microsoft Teams, etc.)
• Understand and abide by all company policies.

Supervisory Responsibilities

• Manage the Project Quality Staff. Review/Approve the hours worked by the QA direct reports. Assist in the training of QA Leads and Technicians in safety, daily inspections, and reporting.

Education and/or Work Experience Requirements

• 5 years verifiable Quality Management /Lead experience or 4-year degree in construction or similar.
• OSHA 30
• NFPA 70 E
• Proficient in Microsoft office (Word, Excel, PowerPoint, Teams, etc.)
• Understands current technology practices and deployment uses.
• Clear understanding of OSHA safe workplace practices and procedures.
• Ability to read and understand construction drawings.
• Ability to read and understand electrical single-line and three-line diagrams.
• Ability to read and understand manufacturer installation standards.
• Must have the ability to travel, work on-call during off shift hours and weekends.
• Be proficient in Microsoft Word, Excel, PowerPoint, and Teams.
• Maintain an operational cellular device with reliable service provider.
• Pass initial and random drug screenings.

Physical Requirements/Work Environment

• Work is completed both in the field and in an office environment. An individual in this position will work in an outdoor environment and must tolerate all seasons' weather; requires extensive travel though portions of the North Carolina and other states on an as-needed basis. Must be able to comply with all safety standards and procedures. Personal protective equipment is required (included but not limited to hard hat, proper footwear, gloves, safety glasses). Must be able to sit, stoop, kneel, bend, stand, or walk short to long distances for 8-10 hours a day. Must be able to lift, push, or pull up to 50 pounds on an occasional basis.
