Role Description
This is a full-time, hybrid role for a Prevailing Wage Specialist based in San Diego, CA. Responsibilities include managing and ensuring compliance with prevailing wage regulations for projects, reviewing and preparing certified payroll reports, maintaining accurate documentation, and supporting audits or inspections. The specialist will also provide guidance on labor compliance matters and work closely with project managers and financial teams to ensure accurate reporting and adherence to all requirements.
Qualifications
- Experience with prevailing wage regulations, certified payroll, and labor compliance
- Strong organizational and attention-to-detail skills for maintaining accurate records and documentation
- Proficiency in compliance software, payroll systems, and reporting tools
- Excellent communication and interpersonal skills to collaborate with internal and external stakeholders
- Ability to interpret and apply federal, state, and local prevailing wage laws
- Prior experience in the construction or renewable energy industry is a plus
Key Responsibilities
Responsibilities include, but are not limited to, the following:
- Ensure compliance with all federal, state, and local labor laws and regulations.
- Develop, implement, and enforce labor compliance policies and procedures.
- Monitor changes in labor laws and regulations and communicate impacts to internal stakeholders.
- Manage general contractor and business licensing requirements, coordinating with regulatory agencies and resolving compliance issues as needed.
- Collect, review, and process certified payroll reports, verifying the accuracy of hours worked, wage rates, fringe benefits, and classifications.
- Submit certified payroll and prevailing wage documentation to required agencies, clients, and other stakeholders.
- Ensure adherence to prevailing wage laws and requirements on public works and government-funded projects.
- Analyze crew composition and ensure proper craft classifications are reflected in payroll reporting.
- Collaborate with project managers to ensure accurate labor reporting and maintain complete and compliant documentation.
- Serve as a liaison with labor unions to ensure compliance with collective bargaining agreements and all related reporting obligations.
- Oversee union trust fund contributions, including timely payments, recordkeeping, reconciliation, and audit support.
Educational background and Experience
3+ years of experience of certified payroll & prevailing wage
Experience using Microsoft Excel and other MS office programs
Construction industry experience is a plus
Foundation ERP Software, LCP tracker, and other portal experience preferred
In- depth knowledge of federal and state labor laws, prevailing wage requirements, union agreements and trust fund administration
Demonstrated experience managing contractor licensing and regulatory compliance
Hands on experience reviewing, submitting, and resolving certified payroll and prevailing wage reports
Strong analytical skills with exceptional attention to detail and accuracy
Excellent written and verbal communication skills, with the ability to interact effectively with internal teams, unions and regulatory agencies
High level of integrity and discretion in handling confidential and sensitive information
