As a major recipient of core UK Government funding, ORE Catapult is responsible for demonstrating the value and impact of its interventions through robust evidence, data, and evaluation. Our Strategy directorate ensures that our performance and contributions to the UK's economic, environmental and societal goals are clearly understood and communicated.
Position
This role is responsible for ensuring ORE Catapult has strong, reliable and actionable evidence of its performance and impact. You will shape and maintain our monitoring and evaluation (M&E) framework, strengthen business-wide data practices, and deliver high-quality insights to leadership, the Board, Government and external partners.
You will work proactively and independently to embed robust evaluation across the organisation, refine methodologies, drive data-informed decision-making, and support major funding bids with strong evidence of benefits and track record. This role also deputises for the Head of Performance & Impact when required.
Key Responsibilities
- Own data and reporting specifications for core grant M&E and ensure the robustness and completeness of all evidence submitted.
- Work collaboratively with teams across the organisation to define data needs and ensure effective evidence gathering.
- Partner closely with ICT to ensure systems support high-quality data capture and analysis.
- Oversee data quality alongside the Monitoring & Evaluation Coordinator.
- Produce analysis, evidence summaries and reports for leadership, the Board and Government.
- Support external evaluation exercises by supplying high-quality data, analysis and briefings.
- Drive continuous improvement in monitoring, evaluation practice, systems and methodologies.
Key Relationships
You will work closely with:
- Performance & Impact Team - to evolve methodologies and deliver robust insights.
- Analysis & Insights Team - to align on sector modelling and forecasting.
- Strategy Team - to ensure consistency in performance and impact communication.
- Business Development, PMO & Project Teams - to support evidence gathering, bids and performance insights.
- Corporate Affairs - to ensure effective use of evidence for public communications and Government reporting.
Requirements
Essential
- Degree-level education or equivalent experience.
- Knowledge of policy evaluation and/or economic or environmental impact evaluation methodologies.
- Experience working with complex datasets, systems, and processes.
- Strong ability to interpret data, generate insights, and produce high-quality written reports.
- Excellent presentation and communication skills.
- Proven ability to build strong relationships and collaborate across diverse teams.
- Confident planner able to anticipate issues and proactively develop solutions.
- Innovative, creative, and comfortable handling ambiguity and change.
- Strong problem-solving skills, including managing conflicting requirements.
- Resilient, determined and highly self-motivated.
- Able to work under pressure and meet tight deadlines.
Desirable
- Degree in a relevant subject such as Economics, Politics, Environmental Policy.
- Experience in policy or economic impact evaluation.
- Familiarity with UK Government funding, reporting and evaluation requirements.
- Knowledge of business performance reporting.
- Experience with data tools such as Power BI.
