Job Description
Signal Energy is a full-service design/build contractor providing Engineering, Procurement, and Construction (EPC) services for utility scale solar energy projects across North America. The Preconstruction Pursuit Manager leads all pre‑award activities for assigned solar EPC pursuits, guiding and executing strategy, coordination, risk posture, and proposal execution from RFP receipt through project award. This role is accountable for developing a competitive, compliant, and executable bid that aligns with Signal's risk profile and business objectives.
The Preconstruction Pursuit Manager works closely with Business Development, Engineering, Estimating, Operations, Preconstruction and Executive Leadership to drive win strategy, manage risk, and deliver high‑quality proposals on schedule.
Key Responsibilities
Pursuit & Strategy Leadership
- Serve as overall owner of the pursuit from RFP release through award.
- Partner with Business Development to define win strategy, market positioning, pricing approach, and differentiation.
- Maintain accountability for pursuit schedule, budget, resourcing, and deliverables.
RFP Review & Risk Management
- Lead comprehensive review of RFPs, exhibits, and draft contracts to fully understand:
- Scope of work
- Commercial and technical requirements
- Schedule milestones
- Identify, document, and communicate pursuit‑level risks and opportunities, including commercial, constructability, supply chain, logistics, and schedule risks.
- Facilitate internal risk reviews and align mitigation strategies across teams.
- Support clarifications, assumptions, and exceptions to manage risk exposure.
Cross‑Functional Coordination
- Coordinate Engineering, Estimating, Scheduling, Preconstruction, Procurement, and Operations input to ensure:
- Scope alignment
- Cost accuracy
- Schedule credibility
- Constructability considerations
- Ensure cost and schedule reflect execution realities and field input.
- Drive alignment between technical solutions and commercial strategy.
Proposal Management & Delivery
- Own all proposal deliverables, ensuring:
- Full compliance with RFP requirements
- Clear, professional, and compelling content
- On‑time submission
- Manage internal and external deadlines, including clarifications and BAFO rounds.
- Support preparation for client presentations, interviews, and negotiations.
Transition to Post‑Award
- Upon award, lead the formal handoff to Preconstruction, including:
- Bid assumptions and clarifications
- Risk register and mitigation strategies
- Commercial commitments
- Schedule and execution plan
- Support contract negotiations to preserve bid intent and risk posture through execution of the Owner agreement.
Qualifications
- Bachelor's degree in engineering, construction management, business, or related field.
- Strong understanding of EPC contracts and risk allocation.
- Experience leading complex proposals or pursuits in construction or energy infrastructure.
- Excellent communication, organization, and leadership skills.
- Utility‑scale solar experience preferred.
