Manager, Regulatory Affairs & Market Development
Job Description
The work is grounded in policy and proceedings, with impact tied to adoption and growth.
At Bidgely, regulatory work is not advisory-only. It is a growth lever.
We're looking for a regulatory leader with strong commercial instincts, someone who understands how policy, proceedings, and regulatory nuance shape go-to-market impact, including customer adoption and market expansion.
If you've ever sat in a regulatory role thinking about how your work could more directly move the business forward, keep reading.
The Problem This Role Exists to Solve
Utilities are operating in a rapidly evolving energy landscape. Load growth, electrification, distributed energy resources, rising costs, and increasing customer expectations are reshaping how the grid is planned and managed. Many regulatory frameworks, however, were not designed for this moment.
Bidgely sits right at that intersection.
Our AI-powered data analytics platform already supports 45+ utilities, with 35+ million meters that serve millions of customers around the world. But adoption does not happen on product merit alone. It happens when regulatory pathways, policy narratives, and commercial strategy are aligned.
That's where you come in.
What You'll Actually Do Here
You will operate as a core member of Bidgely's Regulatory Affairs function, working closely with internal partners across Sales, Go-to-Market, Product, and Engineering to ensure regulatory strategy actively supports customer adoption and market expansion.
This role reports to the VP of Regulatory Affairs and focuses on regulatory analysis, engagement, and positioning, with a strong emphasis on translating regulatory developments into practical implications for the business.
Regulatory monitoring and analysis
You will:
- Monitor and analyze state-level regulatory proceedings, legislation, and utility plans related to grid modernization, data analytics, demand-side management, energy efficiency, and customer experience.
- Assess how regulatory requirements, policy direction, and funding mechanisms impact utility decision-making and adoption pathways.
- Synthesize regulatory activity into clear internal guidance to inform market prioritization and customer strategy.
Regulatory engagement and policy development
You will:
- Identify and prioritize regulatory proceedings and policy forums where Bidgely engagement can meaningfully influence outcomes.
- Develop regulatory positions and supporting materials, including testimony, comment letters, whitepapers, and policy analyses.
- Support utilities and public agencies in incorporating Bidgely's platform into regulatory filings, plans, and proceedings.
- Manage external consultants as needed, ensuring quality, consistency, and alignment with Bidgely's regulatory strategy.
Market-facing regulatory support
You will:
- Serve as a regulatory subject-matter expert for internal teams, providing context and interpretation of regulatory developments across markets.
- Translate complex regulatory activity into practical insights that support customer conversations and go-to-market efforts.
- Help internal stakeholders understand where regulatory conditions create opportunity, constraint, or longer-term positioning considerations.
Stakeholder engagement
You will:
- Represent Bidgely in industry forums, regulatory working groups, and policy organizations.
- Engage with trade associations and policy partners to advance Bidgely's regulatory objectives and visibility.
- Track emerging regulatory trends and assess implications for Bidgely's solutions and markets.
Cross-functional collaboration
You will:
- Partner with Sales and Go-to-Market teams as a regulatory advisor, supporting customer engagements with relevant regulatory context.
- Collaborate with Product and Engineering to ensure regulatory developments are reflected in product direction and positioning.
- Brief executive leadership on regulatory trends, risks, and strategic considerations across markets.
This Role Is a Fit If You...
- Identify first as a regulatory professional, but are comfortable working closely with commercial teams.
- Enjoy interpreting regulatory activity and explaining what it means in real-world terms.
- Are thoughtful about prioritization across markets, proceedings, and policy efforts.
- Like building structure, clarity, and influence within a growing function.
- Are comfortable advising senior leaders and cross-functional partners without formal authority.
What We're Looking For
Required
- 5-8 years of experience in energy policy, utility regulation, or a closely related field.
- Bachelor's degree in law, public policy, energy systems, or other related field.
- Strong working knowledge of state-level utility regulatory processes, including rate cases, energy efficiency, demand-side management, and grid modernization.
- Experience engaging directly with public utility commissions and state energy agencies.
- Exceptional written and verbal communication skills.
- Ability to work fast, think clearly, and manage multiple priorities in a growth-stage environment.
- Comfort using AI tools to increase efficiency, paired with the judgment to ensure accuracy.
Nice to Have
- Advanced degree in law, public policy, energy systems, or a related field.
- Experience in B2B SaaS, particularly in the utility or energy sector.
- Background in utilities, advocacy organizations, trade groups, or policy-focused nonprofits.
- Experience at a high-growth company where roles were not neatly defined.
