Demand response is the paid reduction or shifting of electricity consumption at set times, and flexibility services extend it into continuous market participation: aggregating heat pumps, batteries, EV chargers, and industrial processes into a portfolio a system operator can dispatch. The unit of work is a contracted megawatt that never gets generated, which is why the discipline sits closer to customer programmes and market rules than to plant engineering.

Europe is now writing that megawatt into law. Under the 2024 electricity market design reform, every member state had to submit a national flexibility needs assessment to ACER and the European Commission by July 2026, set indicative national targets for non-fossil flexibility by January 2027, and ACER publishes the EU-wide gap analysis in July 2027. smartEn's 2025 Market Monitor puts the requirement bluntly: Europe will need up to five times more flexibility by 2030, and its finding is that the constraint is delivery rather than rules. Each of those assessments creates analyst work inside transmission and distribution operators, ministries, and the consultancies they retain.

The market that already pays

The United States has been paying for demand response in wholesale markets for two decades, and the scale shows the ceiling of a mature programme rather than a frontier. FERC's 2025 assessment recorded 33,272 MW of demand response across the seven US wholesale markets in 2024, up just 0.7% on 2023, covering about 6.5% of combined RTO and ISO peak demand. Growth has stalled at the commercial and industrial end and moved to the residential end, where a thermostat, a home battery, and a car charger are each worth a few kilowatts and only matter in the hundreds of thousands. That shift is what hiring reflects.

The roles are commercial, not technical

The most common listings in this category are Senior Product Manager, Programme Manager, Enrolment Specialist, and Customer Programs EM&V Advisor, not control room engineer. Running a flexibility portfolio means signing up customers, keeping them enrolled through events that make their building slightly less comfortable, and proving to a regulator that the load reduction was real. Evaluation, measurement, and verification is the hard part: the baseline is a counterfactual, and a portfolio's revenue depends on a methodology argument. Anyone who can build defensible baselines and read a capacity market rulebook is scarce in a way that generalist product managers are not.

Employers split into three groups. Software platforms such as EnergyHub, Uplight, and Bidgely sell the device control and enrolment layer to utilities. Utilities and programme administrators, including Southern California Edison and CLEAResult, run the customer-facing schemes. Retailers and hardware companies like Octopus Energy, Enel, and sonnen aggregate their own installed base, which is the model most likely to expand in Europe as heat pump and home battery fleets grow.

Career paths run outward from here rather than up. Flexibility experience transfers directly into virtual power plants, where the same portfolio is bid into wholesale and balancing markets, into grid operations on the buying side, and into energy markets and economics roles that price the product. With ACER's gap analysis due in 2027 and national targets set the year before, the European side of this market will be judged on delivered megawatts for the first time.
