Job Description

Reports to: Director of Quality

Supervises: Quality Managers, Site Quality Managers, QA/QC Inspectors, and project quality personnel as assigned

Works closely with: Project Managers, Field Operation Managers, Project Engineers, Lead Superintendents, Superintendents, Construction Managers, Owners, Engineers, Subcontractors, Procurement, and Commissioning

Key Responsibilities

  • Lead and support the execution of Signal Energy's Quality program across multiple projects or large, complex projects.
  • Develop and maintain project quality plans, inspection and test plans, deliverables, due dates, and turnover requirements to comply with contract requirements.
  • Provide oversight, mentoring, training, and support to Quality Managers, QA/QC Inspectors, and subcontractor quality personnel.
  • Champion quality performance, accountability, and continuous improvement throughout the project lifecycle.
  • Ensure construction activities are completed in accordance with IFC drawings, specifications, approved procedures, contract requirements, and Signal Energy standards.
  • Oversee investigations of non-conformance issues, root cause analysis, corrective actions, and recurring quality trends.
  • Review and support subcontractor quality programs to ensure alignment with Signal Energy's Quality Policies and Procedures.
  • Oversee project quality records, inspection documentation, test reports, NCRs, corrective actions, and turnover packages.
  • Serve as a senior quality escalation point for project teams, clients, owner representatives, subcontractors, and leadership.
  • Support pre-construction quality planning and incorporate lessons learned into future project execution.

Knowledge, Skills & Abilities

  • Strong knowledge of construction quality management for utility-scale renewable energy, civil, electrical, mechanical, high voltage, substation, or large industrial construction projects.
  • Ability to read, understand, and apply IFC drawings, job specifications, contract requirements, and technical standards.
  • Strong understanding of project quality plans, inspection and test plans, NCR processes, root cause analysis, corrective action tracking, and turnover documentation.
  • Ability to lead, train, and support quality personnel across multiple scopes or projects.
  • Strong communication, documentation, problem-solving, and stakeholder management skills.
  • Ability to work independently with limited supervision while supporting business-level quality goals.
  • Working knowledge of construction safety, environmental compliance, SWPPP, and applicable quality standards preferred.
  • Computer proficiency with Microsoft Office, MS Project, Procore, Bluebeam, Smartsheet, or similar systems.

Education / Experience

  • Minimum 6 years of construction QA/QC experience on large commercial, industrial, utility, civil, highway/road, high voltage electrical, solar, wind, renewable energy, or EPC construction projects.
  • Experience managing, organizing, directing, and leading construction quality personnel required.
  • Experience developing project quality plans, inspection and test plans, corrective action processes, and turnover documentation preferred.
  • Experience with SWPPP, erosion control, civil construction, electrical installation, high voltage work, substations, solar arrays, or commissioning readiness preferred.
  • Internal or external auditing experience and working knowledge of ISO Quality standards preferred.

Certificates / Licenses

  • OSHA 10-hour minimum required.
  • First Aid / CPR preferred.
  • SWPPP training preferred.
  • ASQ, CQM, ISO Auditor, or other quality certification preferred.
