Job Description
The Estimator - Civil estimates Engineer Procure Construct (EPC) project costs related to all self-performed and subcontracted heavy civil construction project scopes of work for RES Development and 3rd party client projects. This position's project scope responsibilities within estimates include but are not limited to, project and field management, surveying, site grading, road construction and maintenance, laydown yard, traffic control, demolition, drain tile and agricultural repairs, site clearing and grubbing, erosion control, dust control, water development and distribution, foundation excavation, reclamation, seeding, site work testing, permanent fencing and gates. The Estimator - Civil provides discipline estimates for solar, BESS BOP, substation foundation preparation, transmission line and wind farm project bids.
Requirements
- Performs all tasks to build complete project estimates from Request for Proposal (RFP) and engineering documents for respective discipline scope of work within the project, including building productivity metrics for related scope activities within the estimate; performs work under supervision.
- Reviews quote requirements and works with Preconstruction Manager and Engineering to define design requirements, estimate quantities, and obtain quotes from subcontractors and suppliers.
- Coordinates with Procurement Team on requests for quotes from suppliers and subcontractors, sharing feedback on supplier and subcontractor pricing and performance and improving supplier and subcontractor bench strength.
- Analyzes the interrelationship of the cost of labor, material, equipment, and productivity in the unit costs within the estimate related to client RFP information and design and costs to complete the estimate of discipline scope of work.
- Estimates operational costs related to temporary construction facilities, project leadership personnel, permitting, taxes, warranties, contingency, and margin.
- Develops documentation of cost and schedule in support of the bidding process.
- Gathers details and maintains current market data necessary to accurately estimate construction, material, and soft costs associated with project construction.
- Summarizes estimates, translates into proposal form, and provides detailed estimate spreadsheets.
- Reviews all estimate entries for accuracy for their own and subordinate's respective scope contributions.
- Contributes to preparation of SOV, ACE, and other technical bid documents for client submittal.
- Attends work regularly and punctually, as scheduled or expected.
- Complies with Employee Handbook, Code of Conduct and Company Policies & Procedures.
Additional Responsibilities
- Presents, supports, and leads-by-example with a safety and quality-oriented attitude.
- Assists in compiling historical cost data for projects.
- Creates project estimate-related bid proposal documents to meet RFP submittal requirements, such as SOV, client provided technical forms, and ACE documents.
- Presents project scope, identifying risks and cost estimates for Operations and Executive reviews.
- Drives innovation of new processes while supporting corporate standards for quality.
- Maintains familiarity with standard construction industry concepts, practices and procedures.
- Supports Lead/Chief Estimator in identifying interrelationship of client RFP information, design, and costs within Civil Project estimate, being mentored through these activities.
- Recognizes and recommends alternative designs and scope definitions that support consistency, standardization, and cost competitiveness.
- Reviews estimate information with field operations leadership personnel and senior level management for required corporate approvals.
- Collaborates with Engineering, Proposal Coordinators, Scheduling, Preconstruction Managers, Director of Estimating, Chief Estimator, project contributing discipline Estimators, and Construction leadership.
Qualifications
- High school diploma with equivalent industry experience required.
- Associate or bachelor's degree in engineering, construction management, or related area of study; OR high school with equivalent industry experience (at least 4 years) preferred.
- 2 or more years' experience estimating civil self-perform project scopes preferred.
- 1 or more years of field-based construction experience preferred.
- Ability to travel domestically 5 to 15% required.
- Familiar with design build construction methods utilizing creative thought processes and experience to produce production-based cost estimates with detailed costs for resource budget estimates.
- Ability to complete quantity take offs from construction plans.
- Intermediate math and computer skills.
- Experience with bid software.
- Experience with a 3D Take-off software such as Agtek or Insite.
- Experience with Blue Beam/Adobe.
- Proficient in Microsoft Outlook and Microsoft Office (Excel, Word, OneNote).
- Able to evaluate site conditions from plans, geotechnical reports, and/or site visits for creation of cost estimates utilizing best labor, equipment, and material resources for most competitive and accurate proposal estimates. Able to apply varying levels of detail for both indicative and hard bid proposals.
- Intermediate skills in client and subcontractor interface and negotiation.
- Ability to travel to sites to review site conditions during the proposal phase, evaluates resources and production during the construction phase.
- Detail oriented. Analytical thinking skills.
- Self-starter and able to complete tasks with minimal supervision.
- Excellent written and oral communication skills.
- Ability to work under pressure and prioritize multiple assignments.
- Functional competencies include attention to detail, communication, prioritization, teamwork, and self-knowledge and self-learning.
Anticipated base salary range: $89,000 - $111,000
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
