Job Description

The Union Support Specialist supports payroll, accounting, and field operations by ensuring accurate union payroll reporting and fringe benefit compliance across construction projects. This role is responsible for union reporting, validating union fringe benefits on employee paychecks, and preparing payroll import files to correct fringe discrepancies. The position works closely with Payroll, Project Controls, HR, and Accounting to ensure compliance with collective bargaining agreements, prevailing wage requirements, and internal controls. This role is hybrid with regular in office presence in San Diego, CA. Specific location details and expectations will be discussed during the interview process.

Position Responsibilities and Duties

  • Prepare and submit union reports related to construction projects, including fringe benefit, contribution, and job-specific reporting across multiple unions.
  • Review union employee payroll to ensure correct fringe benefit rates, classifications, and job codes are applied based on union agreements and project requirements.
  • Verify union fringes are properly allocated to job cost, burden, and general ledger accounts.
  • Identify, research, and resolve union fringe discrepancies, including incorrect rates, missing fringes, or misclassified labor.
  • Create and maintain payroll import files to correct union fringe benefits and retroactive adjustments in payroll and ERP systems.
  • Partner with HRIS and Payroll teams to configure new unions in HRIS and payroll systems, including union codes, craft classifications, fringe rates, deductions, and reporting setups.
  • Assist with testing and validating new union setups or rate changes to ensure accurate payroll processing prior to rollout.
  • Reconcile union fringe liabilities and support month-end and quarter-end close for construction labor costs.
  • Coordinate with field teams, Payroll, and HR to confirm union assignments, craft classifications, and rate changes.
  • Maintain organized records of collective bargaining agreements (CBAs), fringe schedules, and union rate updates by local and trade.
  • Support internal and external audits by providing union payroll, certified payroll, and labor compliance documentation.
  • Assist with compliance related to prevailing wage, public works, and multi-jurisdiction projects, as applicable.

Minimum Skills or Experience Requirements

  • Associate's or Bachelor's degree in Accounting, Business, or related field preferred.
  • 5+ years of experience in construction payroll, or union payroll.
  • Strong understanding of union fringe benefits, craft classifications, and collective bargaining agreements.
  • Experience supporting multiple unions and job sites with varying rates and reporting requirements.
  • Advanced Excel skills, including preparing and validating payroll import files and working with large data sets.
  • High attention to detail with strong analytical and problem-solving skills.
  • Ability to work independently and collaborate with field operations, Payroll, HR, and Accounting teams.

Preferred Experience

  • Experience with prevailing wage or public works projects.
  • Knowledge of certified payroll reporting and labor compliance.
  • Exposure to payroll corrections, retroactive fringe adjustments, and audit support.
  • Familiarity of Workday.
