ecoligo is scaling a portfolio of rooftop solar installations across commercial and industrial (C&I) sites in. We are looking for an experienced HSSE Manager to own health, safety, security and environmental performance across ecoligo's construction and operating portfolio, in line with applicable Vietnamese law.

This is a hands-on, portfolio-wide role spanning a large number of dispersed rooftop sites rather than a single asset. You will work closely with EPC contractors, O&M teams, clients, and lenders/investors, reporting directly to the Chief Operating Officer.

In this role you will

HSSE - Construction (pre-COD)

  • Own the HSSE requirements embedded in EPC contracts for new rooftop sites, including working-at-height, electrical safety (live/DC systems), fire risk, and structural/roof-loading safeguards specific to rooftop solar.
  • Review and approve contractor HSSE plans, method statements, and risk assessments prior to mobilisation on each site.
  • Conduct or commission site HSSE audits and inspections during installation, tracking non-conformances to closure.
  • Lead incident investigation, root-cause analysis, and corrective action tracking for any safety events during construction, and ensure timely reporting to the COO and, where required, to lenders/investors.
  • Ensure compliance with Vietnamese occupational health and safety law (Law on Occupational Safety and Hygiene) and relevant electrical/construction codes, and maintain the permits and certifications required for rooftop works.
  • Act as the company's full-time Occupational Safety & Health (OSH) officer per local applicable Laws requirement

HSSE - Operations & Maintenance (post-COD)

  • Establish and maintain a portfolio-wide HSSE management system covering O&M activities across a large, geographically dispersed base of rooftop sites, including contractor and third-party access management.
  • Set and monitor leading and lagging safety KPIs (e.g. near-misses, TRIR/LTIFR) across the O&M contractor base, and drive continuous improvement.
  • Develop emergency response and fire-safety protocols appropriate to rooftop PV systems co-located with active commercial/industrial operations, in coordination with host-site facility management.
  • Manage security risk assessments for sites and equipment, including theft/vandalism exposure typical of distributed rooftop assets.
  • Oversee HSSE training and induction programmes for O&M staff, contractors, and relevant host-site personnel.

Reporting & Governance

  • Build and maintain ecoligo's HSSE data framework, consolidating site-level data into portfolio-level KPIs and dashboards for the COO and investors.
  • Prepare regular HSSE reports for ecoligo's management team, the COO, investor reporting requirements.
  • Contribute HSSE content to ecoligo's annual sustainability disclosures, aligning with relevant frameworks (e.g. GRI, IFC, or investor-specific requirements).
  • Track evolving Vietnamese and international HSSE regulatory requirements relevant to distributed solar, and advise the COO on implications for the business.
  • Develop and deliver HSSE training materials and briefings for ecoligo staff, contractors, and host-site partners.
  • Represent ecoligo in HSSE discussions with investors, lenders, auditors, and other external stakeholders as required.

Objectives

Based in Ho Chi Minh City, you will report directly to the Chief Operating Officer (COO) and travel regularly to rooftop sites across Vietnam. This is a full-time position.

Your skills

  • 7+ years' experience in HSSE roles, ideally spanning both construction and operational phases, in renewable energy, industrial, or infrastructure settings.
  • Working knowledge of IFC Performance Standards and international HSSE frameworks applicable to project finance and infrastructure investors.
  • Familiarity with Vietnamese occupational health, safety, and environmental regulation; local labour law knowledge is a strong plus.
  • Preferred with Occupational Safety & Health (OSH) Group 2 training certificate (Decree 44/2016), or obtained within 3 months
  • Experience managing HSSE across a distributed, multi-site portfolio (rather than a single large asset) is highly valued, given ecoligo's rooftop C&I model.
  • Comfort with contract review and legal/financial literacy, particularly around EPC, O&M, and roof-lease agreements.
  • Strong data management skills - able to consolidate and analyse site-level HSSE data into portfolio reporting.
  • Excellent communication skills in English and Vietnamese, with the ability to influence contractors, host-site partners, and senior stakeholders without direct line authority.
  • Strong presentation skills, able to engage across levels - from on-site contractor teams to COO/investor-level reporting.
  • Willingness to travel regularly to rooftop sites across Vietnam.
