The Commissioning Superintendent provides leadership in the functional area and is engaged in execution and management of site commissioning activities on a project. This position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. This position is responsible for leading the project commissioning process from pre-commissioning to final turnover to operations. The Commissioning Superintendent reports functionally to the Director of Commissioning and administratively to the assigned commissioning manager in the field. This position is designated as a safety-sensitive position.

What You'll Do

  • Review the Engineering, Procurement, and Construction (EPC) contract to get a good understanding of the scope of work and required commissioning deliverables.
  • Have good Knowledge of all project plans, specifications, and drawings.
  • Lead the project commissioning team and drive the commissioning activities up to the Substantial Completion milestone.
  • Manage the interface among all stakeholders (Engineering, Construction, Safety, and Quality) to ensure project success.
  • Prepare project-specific energization documentation and ensure it covers all commissioning activities.
  • Prepare and maintain the project commissioning tracker.
  • Work both individually and within a team to perform required inspections on utility PV systems to meet pre-commissioning standards.
  • Review all commissioning submittals to ensure all submittals are approved prior to energization.
  • Ensure the Subcontractors adhere to the project commissioning plan/procedure.
  • Provide oversight of project pre-commissioning inspections and documentation to verify compliance with the company's Commissioning Plans.
  • Collaborate with all relevant stakeholders to support and ensure that safety is maintained on site, including ensuring adherence to:
    • Established Health, Safety & Environmental and Sustainability Polices.
    • Work Permit Procedures.
    • Work Order Procedures.
    • Federal, State and Local regulations.
    • Lock Out/Tag Out (LOTO) Procedures
  • Review the Non-Conformance Report and logs to ensure all pre-commissioning items are closed out prior to energization.
  • Work with the Construction Manager, Commissioning Manager and Project Engineer to develop non-conformance remediation plans.
  • Verify GSU and ISU tap settings, and review load flow studies to ensure tap settings are in the proper position prior to energization.
  • Verify facility phase configuration matches the Utility phasing.
  • Provide leadership and mentorship to the Commissioning team.
  • Support the Commissioning Manager to ensure the project commissioning requirements are achieved.
  • Ensure all commissioning requirements are achieved in accordance with the EPC and Interconnection Agreement (IA) requirements.
  • Conduct audits of commissioning deliverables and documentation for accuracy and completeness at the completion of all Commissioning phases.
  • Provide management and oversight to the project team to ensure required job tasks are completed.
  • Maintain Construction Management Software (CMS) inspection log of nonconforming items and corrective actions implemented.
  • Help drive and maintain Commissioning policies and procedures and ensure compliance.
  • Effectively manage Commissioning personnel who perform inspection and/or testing activities in accordance with the project commissioning program.
  • Maintain an overall project commissioning plan including commissioning deliverables and due dates to comply with contract requirements.
  • Review all Subcontractors Commissioning Site-Specific Commissioning Plan to ensure it is in accordance with the project commissioning requirements and deliverables.
  • Collaborate with all stakeholders to ensure compliance with Company's Commissioning requirements for all personnel under Blue Ridge Power's authority on the project.
  • Ability to identify and communicate problematic issues that may impact Commissioning project milestones.
  • Prepare commissioning reports by collecting, analyzing, and summarizing data.
  • Ability to understand the correlation between construction scheduling surrounding the commissioning order and timing.
  • Assist in training all Commissioning technician levels.
  • Continuous learning and development with on-the-job and classroom training.
  • Perform other duties as requested.

Must-Haves

  • 10 years of experience in renewable or traditional energy development.
  • 5 years of verifiable supervisory experience in renewable energy.
  • Experience and knowledge in electrical testing and commissioning tasks.
  • Strong knowledge of Solar PV, BESS, and Balance of System (BOS) systems.
  • Experience working with solar tracking systems.
  • Clear understanding of OSHA safe workplace practices and procedures.
  • Strong communication skills including the ability to effectively relay technical information to a range of professionals.
  • Experience working with inverter commissioning and commissioning tracker systems, operation, troubleshooting, manufacturer training and/or certification.
  • Experience working with System Control and Data Acquisition (SCADA, DAS, and Communication) systems, operations, programming, manufacturer training and/or certification.
  • Experience with medium voltage (MV) fundamentals, utility, substation, and transformers.
  • Experience working with construction, structural, civil construction, electrical single-line, three-line drawings, red-lines, and manufacturing equipment standards.
  • Experience working with a cloud-based construction management system (i.e., Procore, Office 365, Oracle Primavera Cloud, etc.).
  • Subcontractor and vendor management experience.
  • Demonstrated track record of job-site safety excellence.
  • Current and valid driver's license required.

Nice-to-Haves

  • Associate degree in related field and/or equivalent education.
  • Electrical License.
  • Advanced Program Management.
  • Transmission scale experience preferred.
  • High Voltage and/or Low Voltage certifications Advanced Leadership Seminar/Course or equivalent.
  • NESC training for substation operation.
  • FAA Drone certifications.
  • OSHA 100.

Working Environment and Physical Demand

  • 100% travel to assigned project(s); field and on-site office-based work.
  • Must have the ability to travel, be flexible in traveling to multiple states.
  • Must be able to comply with all company safety standards and procedures including OSHA requirements.
  • Must follow organization policies and procedures.
  • Individuals in this position work in an outdoor environment and must be able to tolerate all climates.
  • Must be able to sit, stoop, kneel, bend, stand, or walk short to long distances for 8-10 hours a day.
  • Must be able to lift, push, or pull up to 50 pounds on an occasional basis.
