Permitting Jobs in Renewable Energy

Permitting is the preparation and management of the planning consents, environmental permits, and building approvals a wind, solar, or storage project needs before anyone can build it. It is often the longest stage in a project's life: SolarPower Europe found in 2025 that solar permitting in several European countries still takes more than two years, and in some cases up to four, well beyond the maximum durations the revised Renewable Energy Directive allows.

What permitting specialists do

The work splits into two very different jobs. At utility scale, permitting managers assemble consent applications for wind farms, solar parks, and battery sites: they commission ecology, noise, landscape, and heritage studies, coordinate them into an environmental statement, and then answer the planning authority's questions until a decision arrives. The role overlaps heavily with environmental impact assessment and, in German postings, carries its own title: the Genehmigungsplaner who steers wind farms through approval under the Federal Immission Control Act (BImSchG).

The second job is volume work. US residential installers such as Venture Solar, Trinity Solar, and Freedom Forever employ permit coordinators and solar surveyors who prepare rooftop plan sets, submit them to the local building authority, and chase approvals and interconnection paperwork across dozens of jurisdictions with different rules. It is a common entry point into the industry, and experienced coordinators often move into development roles.

Where the rules are changing

Most European hiring follows regulatory reform. RED III, the 2023 revision of the Renewable Energy Directive, obliges member states to designate renewables acceleration areas where onshore permits must be issued within 12 months. Transposition has been slow, and the European Commission opened infringement proceedings against eight countries, including the Netherlands, in February 2025. For permitting teams, that means two parallel systems for the next few years: old procedures for projects already in the queue, and new, faster ones for sites inside mapped zones.

England moved the other way on scale. The Infrastructure Planning (Onshore Wind and Solar Generation) Order 2025 came into force on 31 December 2025, returning onshore wind above 100 MW to the national infrastructure (NSIP) regime for the first time since 2016 and sending solar below 100 MW back to local councils. The practical effect is demand for consultants who know the Development Consent Order process, many of whom learnt it on offshore wind.

Key employers and skills

Developers and independent power producers do most of the utility-scale hiring. Invenergy in Chicago, Terra-Gen, Strata Clean Energy, and Enel run in-house permitting teams, while Milan, Madrid, and Hamburg lead the European postings, following the solar pipelines of Italy and Spain and German onshore wind. Job titles range from Permit Coordinator and Permitting Manager to Director, Environmental Permitting, and the line between permitting and project development is often a matter of seniority rather than content.

The strongest candidates combine three things: knowledge of one jurisdiction's planning law in real depth, the ability to manage a dozen specialist consultants to a deadline, and patience with public consultation. Permitting managers who have taken a project through a planning inquiry or a legal challenge, and understand why it succeeded or failed, remain scarce in every market that has set itself a deployment target.
