Project Controls & Cost Estimation Jobs in Renewable Energy

Project controls and cost estimation cover the numbers behind a renewable energy build: estimators who price a project before it is bid, cost engineers and quantity surveyors who track what it actually costs, and planners who keep the schedule honest. Cost overruns have become a board-level issue in offshore wind. In May 2025 Ørsted abandoned its 2,400 MW Hornsea 4 offshore wind farm despite holding a contract for difference (a guaranteed price for its power), citing rising supply chain costs and interest rates, and expected DKK 3.5 to 4.5 billion in break-away costs.

What the roles involve

The titles split along the project timeline. Cost estimators work at the front end, building tender budgets from preliminary designs and benchmarking unit rates against completed projects, and their numbers feed the project finance model that decides whether the investment goes ahead. Once construction starts, cost controllers and cost engineers own the monthly cost report: commitments, actuals, earned value, forecast at completion, and the variance explanation that goes to the project board. Planners and schedulers maintain the programme in Primavera P6 or similar tools and show what a late cable vessel or a delayed grid connection does to the completion date.

Quantity surveyors sit closest to the contract. They measure installed work, value variations, and agree the final account with the contractor, usually under NEC or FIDIC forms in the UK, Ireland, and Australia. The same work appears as Économiste in French listings and Budget- und Vertragskoordinator in German ones. All of these roles work alongside project management and procurement, where turbine, module, and cable supply contracts often make up the largest single block of capital cost.

Who is hiring

US solar contractors lead the employer list: SOLV Energy and Signal Energy hire estimators and cost engineers for utility-scale solar and storage, where fixed-price contracts leave little margin for estimating errors. Australian transmission company TransGrid recruits in Sydney for its grid expansion programme. In Scotland, SSE Renewables and Scottish Power drive demand in Glasgow and Aberdeen, and turbine makers Vestas and Nordex hire cost controllers on the supply side. Commonwealth Fusion Systems, French solar developer IRISOLARIS, and energy services company Ameresco complete the top ten. Glasgow is the single largest location, ahead of Sydney, Hamburg, Houston, Berlin, and Montreal.

Where demand is heading

UK offshore wind is the clearest source of new work. The seventh contract for difference round secured a record 8.4 GW of offshore wind at a strike price of £91/MWh, more than half the 16.5 GW the previous six rounds procured combined, and every one of those projects now needs estimates, cost reports, and final accounts. Prices higher than earlier rounds make cost discipline a condition of delivery rather than an afterthought.

The skill combinations that stand out pair commercial training with site experience: NEC4 contract administration on marine or cable works, schedule risk analysis, or estimating for grid and substation packages. Candidates from oil and gas, rail, and highway infrastructure move across readily, and many bring RICS chartered status or AACE certification with them. The route onwards leads to commercial and bid management, where the estimator's numbers become the price a developer or contractor puts its name to.
