Job Description
The Field Support Services Project (FSSP) is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada's development cooperation in Tanzania.
About the work
This is a consultancy service. The Energy Technical Specialist will specifically:
- Provide technical assistance to Global Affairs Canada (GAC), the Government of Tanzania, and other development stakeholders on the energy sector in Tanzania.
- Contribute to the development of Canada's policy advocacy and programming in the energy sector in Tanzania and the region.
- Support GAC's engagement with the Government of Tanzania and other development partners in the energy sector.
- Maintain updated knowledge of energy sector stakeholders, policies, strategies, and programs in Tanzania.
The Role
Tasks will include, but are not limited to:
- Collecting and sharing information on Tanzania's energy sector. This includes monitoring priorities, developments and trends; following the development and implementation of key national policies and programs; assessing the roles and activities of key stakeholders, including the private sector and relevant industry networks and groups, international financial institutions, donors and others.
- Developing and presenting analysis of energy sector issues for GAC, the Government of Tanzania, or other development partners. This includes reviewing legislation, policies, regulations, strategic documents, private sector activities etc.
- Develop and maintain strong, collaborative relationships with government officials, civil society organizations, industry networks and other development stakeholders in the energy sector.
- Participate in technical platforms, working groups, or other relevant coordination fora.
- Contribute to strategic planning and project development.
- Support project implementation, delivery, monitoring and evaluation.
- Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
- Perform other duties and activities as requested in support of GAC's engagement in the energy sector.
Required Qualifications and Experience
- Bachelor, Master or Doctorate level in a field related to the sector, including Business Administration, Economics, Political Science or Engineering.
- A minimum of eight (8) years of cumulative, full-time, professional work experience in the energy sector in Tanzania in a management, policy, or business role.
- Experience engaging with the private sector in the energy sector.
- Experience assessing the business climate for energy sector investment and development (e.g. regulations, licensing, taxation).
- Knowledge on Tanzanian policies, institutions, and regulatory frameworks (incl. energy transition plans and priorities).
- Knowledge of the Tanzanian energy sector's governance & institutional structures.
- Strong research, analytical and writing skills, and ability to synthesize and present information and advice in a coherent and organized fashion.
- Strong in-person communication and presentation skills.
