Job Description

To oversee day-to-day on-site operations, the Site Manager will engage with various stakeholders, including clients, subcontractors, suppliers, the public, and the workforce. The role involves coordinating all facets of the project to ensure the timely and within-budget completion of the project in accordance with specified requirements. Additionally, the Site Manager will represent OX2 professionally and proactively in interactions with individuals associated with, and impacted by, the project.

Furthermore, the Site Manager is responsible for ensuring that all work adheres to building regulations, health and safety legislation, and other legal requirements.

Responsibilities

Construction Phase

During the construction phase of a project, the Site Manager takes a pivotal role in ensuring smooth on-site operations. Responsibilities encompass coordinating with various stakeholders, overseeing work compliance with specifications and regulations, monitoring project schedules and budgets, conducting safety inspections, managing documentation, and fostering effective communication among team members and external entities. The Site Manager is instrumental in maintaining project quality, safety, and efficiency throughout the construction phase.

  • Ensuring work aligns with OX2 requirements, collaborating closely with the Construction Project Manager to attain key milestones and optimize project efficiency.
  • Establishing effective communication channels with local representatives, vendors, and regulatory bodies. Collaborating with the Project Manager to identify stakeholders and align their expectations with the project scope.
  • Monitoring the quality assurance and quality control work of contractors, maintaining strict control over schedules and production, and overseeing material deliveries.
  • Where required, conducting toolbox meetings with contractors, managing documentation, and ensuring necessary actions are taken.
  • Tracking accounting, costing, and billing processes.
  • Overseeing contractors' health, safety, security, and environment (HSSE) work, participating in safety inspections, and coordinating safety drills during construction.
  • Vigilantly monitoring events that may impact schedules, potentially causing downtime, disruption, or hindrance. Identifying alternative methods to enhance project completion dates.

Documentation

As part of the role, the site manager is responsible for ensuring that, at a minimum, the following key documentation is in place:

Before the Contractors arrive on-site:

  • Review the monitoring plan to identify any site-specific documents required by authorities.
  • Ensure an almost completed HSE-plan, with potential remarks addressable within a day.
  • Obtain the site-specific emergency plan from the contractor.
  • Ensure a check-in/check-out system is implemented as mandated by authorities.

On-site but before commencing work:

  • Conduct a site induction (if applicable), or ensure the responsible contractor has implemented an appropriate site induction system.
  • Request a document outlining how the contractor plans to work within the area's restrictions.

During the initial weeks:

  • Ensure availability of a chemical list and safety data sheets.
  • Verify waste management plans, acknowledging that a formal plan may not be mandatory, but the contractor should demonstrate consideration for waste segregation, possibly in their site disposal plan.
  • Confirm documentation for heavy machinery.

Additionally, as part of the role, the site manager is required to generate, at a minimum, the following key documentation:

  • Maintain a comprehensive site diary.
  • Prepare monthly progress reports and project-related documents, ensuring effective communication with all staff levels regarding project issues.
  • Document any events that could impact the schedule or lead to downtime, disruption, or hindrance, potentially resulting in extended completion periods or additional compensation for contractors.
  • Record all stakeholder complaints, notes, or conversations that could influence the project in the existing grievance mechanism.

Qualifications and Experience
